Assistent-direkteur wat toesig hou oor spesiale pensioenbetaalingsadministrasie en begunstigdevalidering by GPAA.

Vereistes

  • 'n Relevante drie (3) jaar Nasionale Diploma/Graad in Finansiële Bestuur of gelykwaardige kwalifikasie (minstens 360 krediete).
  • Minimum 3-5 jaar relevante ervaring, met 2 jaar Toesighoudende/Jeuniorbest­uurservaring.
  • Kennis van Werknemervoordele.
  • Kennis van die Wet op Openbare Finansies en Bestuur.
  • Kennis van die Spesiale Pensioenwet.
  • Kennis van GPAA-produkte en -dienste.

Pligte

  • Die titularis sal verantwoordelik wees vir 'n wye verskeidenheid take wat onder meer die volgende insluit: Om doeltreffende en effektiewe administrasie van spesiale pensioenbetalings te verseker.
  • Toesig hou oor die generering van betalingsinligting.
  • Validering en bevestiging van begunstigdebesonderhede.
  • Validering van inligting op betalingsskemas.
  • Verseker dat alle betalingsvouchers tekeninge van gesaghebbende persone dra.
  • Verseker dat alle betalings in ooreenstemming met spesiale pensioenbetalingsvoorskrifte is.
  • Toesig hou oor die oplossing van ouditnavrae met betrekking tot spesiale pensioenbetalings.
  • Ondersteun die goedkeuring van spesiale pensioenbetalings.
  • Toesig hou oor die implementering van gebruikerparameters op die CIVPEN-stelsel.
  • Berei verslae voor en dien verslae in oor doeltreffende administrasie van spesiale pensioenbetalings.
  • Verseker doeltreffende operasionele bestuur binne kantoorbetalingsprosesse.
  • Implementeer en handhaaf 'n operasionele jaarlikse prestasieplan aangevul deur aksieplan­ne vir dienslewering in die eenheid.
  • Lewer insette en advies oor beleidsont­wikkeling en verseker doeltreffende implementering daarvan.
  • Verseker doeltreffende werksvloei en kapasitateitsbeplanning.
  • Implementeer en hersien alle prosesse om akkuraatheid en doeltreffendheid in operasionele uitvoering te verseker.
  • Lewer opmerkings aan senior bestuurders om bereiking van operasionele GPAA-strategiese doelwitte moontlik te maak.
  • Implementeer, interpreteer en bestuur statistiese inligting oor diensstandaarde.
  • Implementeer kwaliteitsversekering- en datakaliteitsstrategieë en -aksies.
  • Implementeer 'n risikobestuurplan en dien verslag in oor risiko volgens die vereiste formaat.
  • Genereer en dien verslae akkuraat en betyds in.
  • Inlig die senior bestuurder oor werksvorderinge, probleme en korrektiewe maatreëls wat aangewend is.
  • Bestuur en ontwikkeling van personeel.
  • Bestuur die prestasie van die eenheid wat afrigting, mentorskap en korrigerende stappe waar nodig insluit; ontwikkel prestasiestandaarde en evalueer die span en individue.
  • Moniteer personeel met betrekking tot menslikehulpbronne soos verlof, werwing, klagtes en dissipline.
  • Stel werkplanne vir die eenheid saam, insluitende die konsolidasie van operasionele planne in die direktoraat se algehele werkplan.

One permanent position for Assistant Director: Payment is currently available at the Government Pensions Administration Agency: Special Pensions Unit. Effective from 19 June 2026, the GPAA now utilises an e-Recruitment System which means all applicants must login/register to apply for positions, we only accept e-Recruitment online applications. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements and the other must be an integrity (ethical conduct) assessment. It should be noted that the GPAA does not support the use of Artificial Intelligence (AI) in any of its recruitment and selection processes and will disqualify an application if it picks up the use of AI when completing assessments without acknowledging the source of information. Successful completion of the Nyukela Public Service SMS Pre-entry Programme as endorsed by the National School of Government, available as an online course on https://www.thensg.gov.za/training-course/sms-pre-entry-programme/, prior to finalisation of appointment, is a requirement for all SMS positions. All shortlisted candidates for SMS posts will be subjected to a technical exercise and interview. Following the technical exercise and interview, a maximum of three (3) SMS candidates will undergo psychometric assessments to assess cognitive capabilities, behavioural preferences, emotional intelligence, and integrity. Applicants must note that pre-employment checks and references will be conducted once they are short-listed and the appointment is also subject to a positive outcome on these checks, which include but not limited to: security clearance, security vetting, qualification/study verification, citizenship verification, financial/asset record check, previous employment verification and criminal record.
