Adjunkdirekteur: Finansiële Rekenkunde- pos in die Department of Health, Pretoria, wat 'n NQF 7-kwalifikasie en middelbestuurservaring vereis om finansiële state op te stel en met AGSA te skakel.

Vereistes

  • Graad 12-sertifikaat en 'n toepaslike NQF 7 in Finansiële Rekenkunde / Openbare Finansies / Ouditering soos deur SAQA erken.
  • NQF 8 vir enige van bogenoemde kwalifikasies sal 'n voordeel wees.
  • Ten minste drie (3) jaar ervaring in Finansiële Rekenkunde op middelbestuurs (ASD) vlak in die finansiële rekenkunde- of ouditeringsveld.
  • Kennis van doeltreffende finansiële administrasie binne die Staatsdiens insluitend Regeringsbank prosedures, PFMA, Tesourie regulasies, Safety Net, PERSAL, SAGE-stelsel, Finansiële Delegasies, Departementele beleide en prosedures en die Basiese Rekenkundige Stelsel (BAS).
  • Kennis van sekuriteits/kontrole rekeninge wat deur die Afdeling gebruik word: Boekhouding.
  • Kennis van die personeel se personeelkodes sowel as PSCBC Resolusie 3 van 1999.
  • Goeie kommunikasie (mondelings en skriftelik), bestuurs-, analitiese, finansiële, ouditerings-, probleemoplossings- en rekenaarvaardighede (MS Office-pakket). 'n Geldige bestuurderslisensie.

Pligte

  • Vervaardig volledige en akkurate kwartaallikse, tussentydse en jaarlikse finansiële stateverslae, insluitend die koördinering van RFIS en kommunikasie van ouditbevindings, en skakel met AGSA oor ouditverwante aangeleenthede.
  • Versamel insette van verskeie besigheids eenhede vir die opstel van finansiële state.
  • Rapporteer bedrog, onreëlmatige, ongemagtigde, nuttelose en vermorsende uitgawes nadat dit opgespoor is.
  • Bestuur akkurate verwerking van finansiële transaksies ten opsigte van salarisse en S&A-eise.
  • Monitor die sertifikasieproses van betaallyste en verseker voldoening aan Nasionale Tesourie- sperdatums.
  • Monitor maandelikse herberedening van belasting en SARS-betalings wat voor die 7de van elke maand verwerk is.
  • Tweejaarlikse en jaarlikse herberedening teen 'n vasgestelde sperdatum voltooi.
  • Verseker volledige en akkurate verwerking van diverse betalings, doeltreffende boekhouding en bankwese.
  • Lei ondergeskiktes oor die skraping van kontrole rekeninge om doeltreffende rekenkundige maand- en jaareindsluiting te verseker.
  • Handhaif voldoening aan Tesourie-vereistes met betrekking tot inkomste bestuur en bankherberedening.
  • Verseker doeltreffende beweging van debiteure en verliesbeheer (I,R,O onreëlmatige uitgawes, nuttelose en vermorsende uitgawes en ongemagtigde uitgawes).
  • Verseker dat skuldlêers, dit wil sê departementele skulde en COVID 19- inentingskuld van openbare en private sentrums maandeliks skriftelik gevolg word.
  • Verseker beweging van skulde ten opsigte van departementele skulde en COVID 19- inentingskuld (opeengehopde departementele inkomste) van openbare en private sentrums.
  • Bestuur personeel en risikobestuur.
  • Dien alle insette vir operasionele plan en vorderingsverslae (insluitend statistiek) teen interne sperdatums in.
  • Dien alle prestasie ooreenkomste, evaluerings en hersienings teen sperdatums wat deur Menslike Hulpbronne gestipuleer is, in.

All shortlisted candidates for SMS posts will be subjected to a technical exercise and interview. Following the technical exercise and interview, a maximum of three (3) SMS candidates will undergo psychometric assessments to assess cognitive capabilities, behavioural preferences, emotional intelligence, and integrity. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements, and the other must be an integrity (ethical conduct) assessment. Following the interview and technical exercise for SMS posts, the selection panel will recommend candidates to attend a generic managerial competency assessment (in compliance with the DPSA Directive on the implementation of competency-based assessments). The competency assessment will be testing generic managerial competencies using the mandated DPSA SMS competency assessment batteries. Applications should be submitted on the new Z83 form obtainable from any Public Service department and should be accompanied by a CV only (previous experience must be comprehensively detailed). The Z83 must be fully completed (in line with DPSA Practice note), failure to comply will automatically disqualify the applicant. Applicants are not required to submit copies of qualification and other relevant documents on application. Certified copies of qualifications and other relevant documents will be requested prior to the final selection phase. Applications should be on one PDF format (If emailed).
