Direkteur van Nakoming en Geregtelike Oudit by die Department of Health in Pretoria, wat 'n NQF 7-kwalifikasie en vyf jaar se senior bestuurservaring in nakoming of geregtelike ouditering vereis.
Vereistes
- Graad 12-sertifikaat en 'n toepaslike NQF 7 in Auditing/ Accounting/ Forensic Accounting / Forensic Investigation Law/ Risk Management/ Internal Auditing / Forensic Investigation / Law / Forensic Auditing.
- Ten minste vyf (5) jaar se ervaring op 'n middel-/senior bestuursvlak in nakomingsbestuur, geregtelike ouditering, risikobestuur, interne ouditering, die uitvoer van nakomings hersienings, ondersoeke en reguleringsverslagdoening, bedrogspoorweging, geregtelike ondersoeke en bewysontleding.
- Ervaring in belanghebbende-betrokkenheid, insluitend samewerking met toesigliggame, wetstoepassing en interne bestuursstrukture, asook ervaring in beleidsontwikkeling, implementering en monitering.
- Agetoonde ervaring in verslagskrywing, saakbestuur en die voorlegging van bevindings aan senior bestuur.
- Deeglike kennis van toepaslike wetgewing en regulerende raamwerke, veral in die openbare sektor (bv.
- Public Finance Management Act (PFMA), Treasury Regulations, Public Service Regulations).
- Kennis van bestuurs-, risikobestuur- en nakomingsraamwerke.
- Kennis van metodes vir die voorkoming, opsporing en ondersoek van bedrog en begrip van beginsels, tegnieke en standaarde van geregtelike oudit.
- Kennis van interne beheerstelsels en risikobestuurspraktyke en begrip van dissiplinêre prosesse, arbeidsverhoudinge en regtelike prosedures rakende wangedrag.
- Kennis van bewysversameling, hantering en bewaringskettingvereistes.
- Kennis van data-ontledingstegnieke en -instrumente wat in nakomingsmonitering en geregtelike ondersoeke gebruik word, en begrip van etiese standaarde en gedragskodes in die openbare diens.
- Goeie kommunikasie (mondelings en skriftelik), sterk analitiese en ondersoekende vermoë, strategiese vermoë en leierskap, program- en projekbestuur, finansiële bestuur, probleemoplossing en ontleding, mensebestuur en bemagtiging, interpersoonlike en belanghebbende-betrokkenheid, projekbestuur en organisatoriese, konflikoplossing en ondervraging (veral vir geregtelike ondersoeke) en rekenaarvaardighede (MS Office PUBLIC package).
- Vermoë om sensitiewe en vertroulike inligting met diskresie te hanteer.
- Vermoë om wetgewing, beleide en regulerende raamwerke te interpreteer en toe te pas. 'n Geldige bestuurderslisensie.
- SMS-voortoelatingsertifikaat word vereis vir die finalisering van die aanstelling.
Pligte
- Verseker dat die organisasie voldoen aan toepaslike wetgewing, regulasies, beleide en etiese standaarde, en sodoende risiko en wangedrag voorkom.
- Voer nakomingsrisikobepalings uit en handhaaf 'n nakomingsrisikoregister.
- Spoor bedrog, korrupsie en finansiële wangedrag op, ondersoek en reageer daarop, en ondersteun gevolgbestuur.
- Voer voorlopige bepalings van aangemelde beweringe of onreëlmatighede uit.
- Beplan en voer geregtelike ondersoeke uit.
- Belanghebbende-betrokkenheid rakende nakomings- en geregtelike dienste.
- Ondersteun gevolgbestuur en regtelike prosesse.
- Bevorder bewustheid en begrip van regulatoriese vereistes.
- Bestuur van hulpbronne en finansies.
- Monitor die finansiële hulpbronne en bates wat aan die Eenheid toegewys is.
- Hou toesig oor en keur die beplande oudit-omvang, dekkingsplanne en werkskedules vir beide Nakomings- en Geregtelike Oudite goed, en verseker samehang en optimale hulpbronontplooiing oor ouditfunksies heen.

All shortlisted candidates for SMS posts will be subjected to a technical exercise and interview. Following the technical exercise and interview, a maximum of three (3) SMS candidates will undergo psychometric assessments to assess cognitive capabilities, behavioural preferences, emotional intelligence, and integrity. All shortlisted candidates, including the SMS, shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements, and the other must be an integrity (ethical conduct) assessment. Following the interview and technical exercise for SMS posts, the selection panel will recommend candidates to attend a generic managerial competency assessment (in compliance with the DPSA Directive on the implementation of competency-based assessments). The competency assessment will be testing generic managerial competencies using the mandated DPSA SMS competency assessment batteries. Applications should be submitted on the new Z83 form obtainable from any Public Service department and should be accompanied by a CV only (previous experience must be comprehensively detailed). The Z83 must be fully completed (in line with DPSA Practice note), failure to comply will automatically disqualify the applicant. Applicants are not required to submit copies of qualification and other relevant documents on application. Certified copies of qualifications and other relevant documents will be requested prior to the final selection phase. Applications should be on one PDF format (If emailed).
