Monitor nakoming deur watergebruikers oor sektore heen, voer oudits uit en stel verslae op vir die Department of Water and Sanitation in Bloemfontein.

Vereistes

• Nasionale Diploma in Omgewingsbestuur of Natuurwetenskap in een van die volgende velde: Landbou, Landbou-ewewig, Geïntegreerde Waterhulpbronbestuur, Hidrologie (Oppervlak of Grond);
• Chemie, Biochemie, Mikrobiologie, Waterbenutting, Waterhulpbroningenieurswese en of Geohidrologie.
• Praktiese ervaring op die gebied van nakomingsmonitering en -handhawing sal 'n bykomende voordeel wees.
• Die openbaarmaking van 'n geldige, onverstreke bestuurderslisensie.
• Goeie rekenaarvaardigheid en skryfvaardighede.
• Goeie kommunikasievaardighede, beide skriftelik en mondeling.
• Kennis en begrip van wetgewing wat vir die watersektor relevant is (National Water Act 1998, Water Services Act 1997 en verwante omgewingswetgewing bv.
• NEMA, Waste Act).
• Kennis van industriële, landbou-, bosbou-, munisipale en mynprosesse.
• Kennis van nakomingsmonitering en -handhawing met 'n begrip van die heersende beginsels van Geïntegreerde Waterhulpbronbestuur, waterhulpbronbeskerming en Opvanggebiedbestuur.
• Kennis van GIS.
• Bereidwilligheid om uitgebreid te reis en onreëlmatige ure te werk.

Pligte

• Nakomingsmonitering van watergebruikers oor alle sektore (Myne, Bosbou, Munisipaal, Nywerheid, Agroverwerking) teen uitgereike magtigings en ander regulatoriese vereistes.
• Kennisgewing van oudit aan watergebruiker.
• Opstelling van ouditverslag deur NCMS.
• Kommunikasie van ouditbevindings aan watergebruikers.
• Ondersoek van nie-nakomende sake (Navrae, klagtes, besoedelingsvoorvalle, ens).
• Verseker administratiewe handhawing deur uitreik van Kennisgewings/ Riglyne/ Opvolgings op uitgereikte kennisgewings/ riglyne.
• Monitor nakoming op terreine wat met kennisgewings/ riglyne uitgereik is deur opvolgterreininspeksies uit te voer. – Instellering van regstappe waar regskennisgewings nie die verlangde uitkoms bereik nie.
• Opstelling van ondersoekverslae deur ECMS.
• Fasiliteer vertoe/ aksieplan-hersiening oor nie-nakomende sake/ terreine en bywoon van Vertoeekomiteevergaderings.
• Voldoening aan sperdatums op voorleggings soos per die Standaardbedryfsprosedures.
