Vereistes

  • 'n Nasionale Diploma (NQF 6) in Voorsieningskettingbestuur met ten minste 5 jaar se ondervinding in Vraag en Verwerwing waarvan 3 jaar op Senior Beampte-vlak in Vraag- en Verwerwingsbestuur moet wees. 'n NQF-vlak 7 in Voorsieningskettingbestuur sal 'n bykomende voordeel wees.
  • Kennisvereistes: Uitgebreide kennis van die Public Finance Management Act, Public Service Act en regulasies.
  • Kennis van National Treasury SCM-instruksienotas en Sirkulaires.
  • Preferential Procurement Policy Framework Act (PPPFA) en sy regulasies.

Pligte

  • Die suksesvolle kandidaat sal verantwoordelik wees om 'n effektiewe en doeltreffende vraag- en verwerwingsbestuurstelsel binne die departement te voorsien.
  • Dit behels die verseker van goedkeuring en magtiging van kwotasies, Request for Proposal (RFP) en tenders: Stel maandelikse SCM-verslae aan die Adjunkdirekteur op en dien dit in en verseker dat alle kwotasies, RFP en tenders aan SCM-beleid, delegasies en SCM-wetgewing voldoen.
  • Monitor en fasiliteer versoeke vir kwotasie (RFQ), RFP en tenders: Monitor en werk die SCM-opsporingsinstrument by, verseker dat RFQ-, RFP en biedproses-tydslyne met die goedgekeurde SCM-handves ooreenstem en verseker dat alle Biedkomitees vir RFP- en Tenderprosesse byeengeroep word.
  • Werk beleide by en reageer op ouditnavrae en risikobestuur: Verskaf insette tot die hersiening van die SCM-beleid en verskaf insette tot interne ouditverslae en navrae.
  • Samestelling van SCM-verslae: Stel maandelikse verslae op oor die status van RFQ, RFP's en Tenders en HR-bestuur: Ontwikkel en bestuur die implementering van SCM-operasionele planne, verskaf deurlopende opleiding, mentorskap en ondersteuning aan ondergeskiktes en verseker dat personeelsdissipline bestuur word.

Shortlisted candidates must be available for interviews at a date and time determined by DPME. Applicants must note that pre-employment checks will be conducted once they are short-listed and the appointment is also subject to positive outcomes on these checks, which include security clearance, security vetting, qualification verification and criminal records. All shortlisted candidates, including the SMS, shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements and the other must be an integrity (ethical conduct) assessment. For salary levels 11 to 15, the inclusive remuneration package consists of a basic salary, the state’s contribution to the Government Employees Pension Fund and a flexible portion in terms of applicable rules. All shortlisted candidates for SMS posts will be subjected to a technical exercise and interview. Following the technical exercise and interview, a maximum of three (3) SMS candidates will undergo psychometric assessments to assess cognitive capabilities, behavioural preferences, emotional intelligence, and integrity. The DPME reserves the right to utilise practical exercises/tests for non-SMS positions during the recruitment process (candidates who are shortlisted will be informed accordingly) to determine the suitability of candidates for the post(s). The DPME also reserves the right to cancel the filling / not to fill a vacancy that was advertised during any stage of the recruitment process.
