Assistentdirekteur benodig in Pretoria om kapitale instandhoudingsprojekte te monitor en met Public Works oor projekvoortgang te koördineer.
Vereistes
- Minimum vereistes: Aansoekers moet in besit wees van 'n Graad 12-sertifikaat en 'n Nasionale Diploma in Public Management / Supply Chain Management / Business Management / Office Management and Technology / Project Management / Property Management en / of in die geboude omgewing (NQF Level 6) of 'n verwante kwalifikasie. 'n Geldige bestuurslisensie.
- Minimum van 3 jaar se ervaring op toesigvlak in 'n Openbare-Privaatvennootskap-omgewing.
- Werksverwante kennis: Public Finance Management Act (PFMA). Tesourie-regulasies.
- Preferential Procurement Policy Framework Act (PPPFA). Batebestuursraamwerk.
- Werksverwante vaardighede: Rekenaargeletterdheid.
- Kommunikasie (mondelings en skriftelik).
- Beplanning en organisering.
- Analitiese denke. Probleemoplossing. Onderhandelings. Projekbestuur.
- Interpersoonlike verhoudings.
Pligte
- Monitor die uitvoering van kapitale beplande instandhoudingsprojekte binne DLRRD.
- Verseker opvolg van ingryping by projekte met Department of Public Works and Infrastructure (DPWI) vir vordering gemaak.
- Verseker dat die Project Management System / Project Execution Plan / Procurement Instructions van die Key Accounts Manager (Head Office) maandeliks aangevra word om verslae aan die Director: Facilities Management Services voor te berei.
- Neem deel aan wandelrondtes / voorligtingsvergaderings / inspeksies en praktiese voltooiing / oorhandigingsvergaderings met Department of Public Works and Infrastructure en volg snaglyste met die Project Manager op.
- Neem deel aan kliëntforumvergaderings / toekenningvergaderings / tweemaal per jaar / tegniese vergaderings waar die behoefte ontstaan en neem deel aan oorhandigingsvergaderings.
- Bestuur en administreer kapitale beplande instandhoudingsprojekte binne DLRRD.
- Identifiseer en beheer kapitale beplande instandhoudingsprojekte.
- Prioritiseer kapitale / beplande instandhoudingsprojekte.
- Stel behoeftebepalings op en verifieer dit en dien geverifieerde behoeftebepalings by Director: Facilities Management Services vir sertifisering in.
- Stel insette op ten opsigte van die User Asset Management Plan in terme van kapitale werke en beplande instandhouding.
- Rapporteer oor kapitale infrastruktuurprojekte wat tans aan die gang is en gefinaliseerde projekte.
- Lewer bestuur van finansiële verslagdoening en finansiële bestuursdienste.
- Bestuur en stel die maandelikse finansiële state, tussentydse finansiële state en jaarstate van kapitale werke op vir voorlegging aan die Deputy Director: Facilities Management.
- Ontleed die finansiële verslag en reageer op navrae deur die Deputy Director: Accounting Management en interne en externe ouditeure.
- Reageer op alle navrae met betrekking tot kapitale werkeprojekte wat verband hou met finansiële state.
- Bestuur die pas van betalings vir kapitale werke aan Department Public Works and Infrastructure.
- Verwerk betalings van projekte aan Department Public Works and Infrastructure via verskeie betalingsversoeke aan die Directorate: Financial Accounting.
- Skakel met die Begrotingsbeheerder van die Direktoraat vir bevestiging van fondse.
- Skakel met DPWI nadat betaling gedoen is en verseker dat bewys van betaling aan Department Public Works and Infrastructure voorgelê word.
- Verskaf tegniese bystand, ondersteuning en advies vir Public Private Partnership (PPP) infrastruktuurprojekte.
- Ondersteun die uitvoering van gedetailleerde finansiële ontleding van PPP-projekte.
- Verskaf hulp met 'n projekaanvangsregister.
- Verskaf insette by die assessering van waarde-vir-geld-kriteria.
- Neem deel aan begrotingverwante vergaderings.
- Berei begrotingsinsette en bestedingsverslae vir die eenheid voor.
- Verskaf ondersteuning by die implementering van PPP-infrastruktuurprojekte.
- Help met die monitering van die projekkontrakbestuurskedules.
- Verseker samewerkende bestuur van PPP-konsessies.
- Fasiliteer kommunikasie tussen die Departement en PPP.
- Help met die implementering van vennootskapooreenkomste.
- Help met die implementering van die PPP-ooreenkoms vanaf aanvang tot beëindiging.
- Help met die bestuur van die werk van die Private Party.
- Sertifisering van fakture en ondersteunende dokumente voor betaling.
- Hou 'n register van veranderingversoeke by.
- Verseker nakoming van uitsetspesifikasie en PPP-ooreenkoms.
- Invul van die PPP-dokumente.
