Senior Spesialis benodig in Pretoria om instellingsplanne met regeringsraamwerke toe te sien en te belyn, wat 'n NQF 7 kwalifikasie en 8 jaar se beplanningservaring vereis.
Vereistes
- 'n Ter relevante NQF level 7 kwalifikasie in enigeen van die volgende: Sosiale Wetenskappe / Ekonomiese Ontwikkelingsstudies / Publieke Administrasie / Bestuur. 8 jaar se ervaring in strategiese beplanning / openbare sektor instellingsbeplanning / openbare sektor operasionele beplanning / openbare sektor ontwikkelingsbeplanning / openbare sektor monitering & evaluering waarvan 5 jaar se ervaring op middel-/senior bestuursvlak moet wees. 'n NQF level 8 kwalifikasie, of hoër, sal 'n bykomende voordeel wees. 'n Geldige bestuurslisensie. 'n Goeie begrip van politieke, regeringsbeplannings- en bestuursake.
- Goeie begrip van regering oor die drie sfere en vennote vir ontwikkeling.
- Kennis van regeringsvoorskrifte (insluitend Nasionale Tesourie-regulasies), beleide, administratiewe prosesse, praktyke en programme.
- Kennis van die National Development Plan (NDP) en die Medium-Term Development Plan en hul implementeringsprosesse.
- Vermoë om doeltreffende werkreëlings met ander sentrum van regeringsdepartemente en sosiale/ontwikkelingsvennote te bevorder en te bestuur om gekoördineerde en geïntegreerde optrede te verseker.
- Bereidwilligheid om gereeld te reis.
- Bevoegdhede & Vaardighede: Bestuursvaardighede insluitend mensebestuur en bemagtiging, en ervaring in die bestuur van multi-dissiplinêre spanne.
- Vermoë om strategiese rigting en leierskap te bied.
- Die vermoë/ervaring om 'n omgewing vir 'n hoë prestasiekultuur en personeelontwikkeling te skep.
- Vermoë om veelvuldige projekte te bestuur.
- Uitstekende interpersoonlike & kommunikasievaardighede (skriftelik & mondelings).
- Hoogs ontwikkelde onderhandelings- en konflikbestuursvaardighede.
- Strategiese en analitiese vaardighede.
- Navorsings- en beleidsanalise-vaardighede.
- Finansiële bestuurs- en projek/programbestuursvaardighede.
- Goeie rekenaarvaardigheid.
- Persoonlike eienskappe: Die ampsdraer moet selfversekerd en selfgedrewe wees, innoverend en kreatief, kliëntgerig en op die klant gefokus, oplossingsgerig en in staat wees om onder stresvolle omstandighede te werk. 'n Ter relevante NQF Level 7 kwalifikasie in Sosiale Wetenskappe, Publieke Administrasie, Ontwikkelingsstudies of verwante velde.
- Minimum van ten minste 8 jaar gepaste ervaring in openbare sektor monitering en bestuur waarvan 5 jaar se ervaring op middel-/senior bestuursvlak moet wees. 'n Ter relevante nagraadse kwalifikasie (NQF 8) sal 'n bykomende voordeel wees. 'n Geldige Driver's License.
- Bevoegdhede / Vaardighede: sterk navorsing, kommunikasie, verslagskryfvaardighede en projek- en leierskapsvaardighede.
- Die kandidaat moet ook gevorderde vermoëns toon ten opsigte van die ontwikkeling, implementering en monitering van verwante beleide en prosedures; analitiese vaardighede, uitstekende finansiële, HR- en strategiese bestuursvaardighede en goeie interpersoonlike verhoudings. 'n Deeglike kennis van Microsoft Office-toepassings is noodsalik.
- Persoonlike eienskappe: Die ampsdraer moet selfversekerd en selfgedrewe wees, innoverend en kreatief, kliëntgerig en op die klant gefokus, oplossingsgerig en in staat wees om onder stresvolle omstandighede te werk en die vermoë hê om hoë vlakke van vertroulikheid te handhaaf.
- Die kandidaat moet bereid wees om te reis.
Pligte
- Die ampsdraer sal verantwoordelik wees om toe te sien, te koördineer, te assesseer en te belyn instellingsplanne (Strategiese Planne, Jaarlikse Prestasieplanne, Operasionele Planne & Implementering van Planne) met regeringsraamwerke en -prioriteite vir nasionale departemente en Schedule 3A openbare enteite.
- Verseker doeltreffende kwartaallikse prestasie-verslagdoeningsprosesse vir nie-finansiële prestasie-inligting van nasionale departemente en Schedule 3A openbare enteite.
- Ontwikkel, koördineer en fasiliteer toesigraamwerke, -strategieë en -prosesse met verwysing na. instellingsbeplanning vir nasionale departemente en Schedule 3A openbare enteite.
- Bestuur, koördineer en fasiliteer belanghebbende-betrokkenheid oor nasionale beplanningsprosesse en -raamwerke en verslagdoening vir nasionale departemente en Schedule 3A openbare enteite.
- Professionele bestuur en leierskap ten opsigte van die voorsiening van die kernfunksies en -dienste wat aan die Direktoraat toegewys is, en steun kruis-funksionele werk binne die departement.
- Die suksesvolle ampsdraer sal verantwoordelik wees om diensleweringverbeterings te fasiliteer deur voorlynmonitering en om steun te verleen aangaande moniteringsinisiatiewe deur die Uitvoerendes.
- Na Beplanning, Hersiening (Jaarlikse Plan).
- Toesigmonitering & Ondersteuning & Kennisbestuur.
- Kommunikasie van Resultate & Toewyding tot Verandering. verifikasiïng & Verbeteringsfasilitering.

All shortlisted candidates, including the SMS, shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements and the other must be an integrity (ethical conduct) assessment. For salary levels 11 to 15, the inclusive remuneration package consists of a basic salary, the state’s contribution to the Government Employees Pension Fund and a flexible portion in terms of applicable rules. All shortlisted candidates for SMS posts will be subjected to a technical exercise and interview. Following the technical exercise and interview, a maximum of three (3) SMS candidates will undergo psychometric assessments to assess cognitive capabilities, behavioural preferences, emotional intelligence, and integrity. The DPME reserves the right to utilise practical exercises/tests for non-SMS positions during the recruitment process (candidates who are shortlisted will be informed accordingly) to determine the suitability of candidates for the post(s).
