  • Kennis en Vaardighede: Nasionale Tesourie Voorskrifte en Sirkuliere, Provinciale Tesourie Voorskrifte en Sirkuliere, TKB Delegerings, Beleide en Voorskrifte, Openbare Diens Wet, Openbare Diens Regulasies van 2016, Openbare Finansiesbestuur Wet (PFMA), Toepaslike Wetgewing en Voorskrifte, CIBD, BBBEE, PPPFA, Beleide en Prosedures.
  • Personeelbestuur, Verslagskrywing, Rekenaarvaardigheid, Onderhandeling, Kommunikasie en Inligtingsbestuur, Voorlegging, Analitiese, Begrotings- en Finansiële Bestuur, Motiverings-, Konflikoplossing / Probleemoplossing.

  • Fasiliteer die ontwikkeling van aanbiedingsplanne vir die Distrik (drempel onder R500 000): Skakel met programhoofde om insette te bekom, Analiseer en verifieer die planne in oorleg met die programme/eenhede, Belyn die konsep-aanbiedingsplan met die toegewysde begroting, Konsolideer die Distrik-aanbiedingsplan, Monitor, hersien en beoordeel bestaande planne en rapporteer en kontroleer nakoming op die ingediende RFQS en RFP's, Monitor bestedingsontleding van die aanbiedingsplan en dien verslae in.
  • Voer behoefteontleding van die distrik uit: Verifieer vorige besteding van die distrik, vergelyk voorrade teen aanbiedingsplan, gee advies oor Distrik-behoeftebeplanning en besteding, en beoordeel Distrik-toekomstige behoeftes.
  • Voer kommoditeit/bedryfsontleding uit: Kontroleer beskikbare kommoditeite in die mark om aan die behoeftes van die distrik te voldoen; voer bedryfsontleding uit om die tipes bedrywe te bepaal; voer lewenssiklus-kosteberekening vir die distrik uit; verskaf 'n opgedateerde prysindeks.
  • Monitor die aanbiedingsproses vir goedere en dienste: Verseker tydige aanbieding van goedere/dienste; verseker waarde vir geld in die aanbieding van goedere/dienste; gee advies tydens Bodspesifikasiekomitee (BSC) sittings; monitor nakoming van TKB-voorskrifte; monitor veilige bewaring van BOD-dokumente; stel maandelikse, kwartaallikse en jaarlikse verslae op.
  • Superviseer die toegewysde hulpbronne: Handhaaf hoë standaarde deur te verseker dat die span/afdeling uitstekende werk lewer in terme van gehalte/hoeveelheid en tydigheid, Los probleme van motivering en beheer op met minimale leiding van bestuurder, Delegeer funksies aan personeel op grond van individuele potensiaal verskaf die nodige leiding en ondersteuning en bied personeel voldoende opleidings- en ontwikkelingsgeleenthede, Verseer tydig ontwikkeling van posbeskrywing en implementering van Werkplanne en Persoonlike Ontwikkelingsplanne (PDP's) vir alle werknemers in die Hoofdirektoraat.
  • Bestuur daaglikse werknemerprestasie en verseer tydige Prestasiebeoordelings van alle ondergeskiktes.
  • Verseker bestuur, onderhoud en veilige bewaring van bates.

The Selection Panel will recommend candidates to attend a generic Managerial Competency Assessment in compliance with the DPSA Directive on the implementation of Competency-based Assessment. The competency assessment will be testing generic managerial competencies using the mandated DPSA SMS competency assessment tools. Successful candidates will be appointed on a probation period of twelve 12/24 months.
