Vereistes

  • 'n Toepaslike NQF level 7-kwalifikasie in Openbare Bestuur/Bestuurswetenskap, Menslike Hulpbronontwikkeling. 'n Minimum van 8 jaar se ervaring in die ontwikkeling, implementering en monitering van die Beplanning, Monitering en Evaluering (BME)-beleidsraamwerk en verwante kapasiteitsontwikkelingsstrategieë, waarvan 5 jaar op 'n Middel-/Seniorbestuursvlak moet wees.
  • NQF level 8 sal 'n bykomende voordeel wees. 'n Geldige bestuurderslisensie. 'n Goed begrip van politieke, beplannings- en bestuursake. 'n Goed begrip van die regering oor die drie sfere en vennote vir ontwikkeling.
  • Kennis van regeringsvoorskrifte, beleide, administratiewe prosesse, praktyke en programme. 'n Goeie begrip van die National Development Plan (NDP) en die implementeringsprosesse daarvan.
  • Vermoë om effektiewe werkreëlings met ander sentrale regeringsdepartemente en sosiale/ontwikkelingsvennote te bevorder en te bestuur om gekoördineerde en geïntegreerde optrede te verseker.
  • Bereidwilligheid om gereeld te reis.
  • Bevoegdhede en vaardighede: Bestuursvaardighede, insluitend mensebestuur en bemagtiging, en ervaring in die bestuur van multidissiplinêre spanne.
  • Vermoë om strategiese rigting en leierskap te bied.
  • Die vermoë/ervaring om 'n omgewing vir 'n hoëprestasiekultuur en personeelontwikkeling te skep.
  • Vermoë om veelvuldige projekte te bestuur.
  • Uitstekende interpersoonlike en kommunikasievaardighede (skriftelik en mondeling).

  • Persoonlike eienskappe: Die ampsdraer moet selfversekerd en selfgedrewe wees, innoverend en kreatief, kliëng gerig en kunde gefokus, oplossingsgerig en in staat wees om onder stresvolle omstandighede te werk.

Pligte

  • Die ampsdraer sal verantwoordelik wees om kapasiteitsontwikkelingsprogramme met interne en eksterne belanghebbendes te lei en te koördineer ten einde regeringsbreë Beplanning, Monitering en Evaluering (BM&E)-stelsels, instellings-BM&E-stelsels en individuele BM&E-kapasiteit te versterk in ooreenstemming met die Medium-Term Development Plan (MTDP) en die National Development Plan (NDP).
  • Verskaf strategiese leierskap rakende BM&E-kapasiteitsontwikkelingsprogramme om openbare-sektorinstellings te ondersteun om hul instellingsmonitering te versterk.
  • Verskaf BM&E-tegniese adviseringsteun om regeringsbreë monitering-, evaluerings- en verslagdoeningstelsels te versterk.
  • Koördineer vennootskappe vir BM&E-opleiding en -kapasiteitsontwikkeling om by te dra tot die bou van 'n Bevoegde, Etiese en ontwikkelingsgerigte staat.
  • Bestuur van belanghebbendes/vennootskappe om uiteenlopende vaardighede en kundigheid te benut wat vereis word om BM&E-praktisyne te professionaliseer.
  • Verskaf professionele bestuur en leierskap ten opsigte van die verskaffing van die kernfunksies en -dienste wat aan die pos toegeken is.

Applicants must note that pre-employment checks will be conducted once they are short-listed and the appointment is also subject to positive outcomes on these checks, which include security clearance, security vetting, qualification verification and criminal records. All shortlisted candidates, including the SMS, shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements and the other must be an integrity (ethical conduct) assessment. For salary levels 11 to 15, the inclusive remuneration package consists of a basic salary, the state’s contribution to the Government Employees Pension Fund and a flexible portion in terms of applicable rules. All shortlisted candidates for SMS posts will be subjected to a technical exercise and interview. Following the technical exercise and interview, a maximum of three (3) SMS candidates will undergo psychometric assessments to assess cognitive capabilities, behavioural preferences, emotional intelligence, and integrity. The DPME reserves the right to utilise practical exercises/tests for non-SMS positions during the recruitment process (candidates who are shortlisted will be informed accordingly) to determine the suitability of candidates for the post(s). The DPME also reserves the right to cancel the filling / not to fill a vacancy that was advertised during any stage of the recruitment process.
