Die Department of Forestry, Fisheries and the Environment soek 'n Beheer Omgewingsbeampte in Pretoria om programme vir die opbou van omgewingsnakoming en -handhawingskapasiteit te bestuur.

Vereistes

  • Vier (4) jaar graad (NQF8) in Natuur- of Omgewingswetenskappe of 'n gelykwaardige kwalifikasie binne die verwante veld, plus ses (6) jaar se ervaring na kwalifikasie in die betrokke veld.
  • Kennis en ervaring in die ontwerp, ontwikkeling, implementering, aanbieding, monitering en evaluering van programme vir die opbou van nakoming- en handhawingskapasiteit.
  • Vermoë om met 'n wye reeks belanghebbendes te skakel en hulp te verleen, asook 'n begrip van interowerheidsverhoudinge en samewerkende bestuur.
  • Uitstekende skriftelike, mondelinge en visuele kommunikasievaardighede, insluitend die vermoë om 'n opleidingskurrikulum te ontwikkel.
  • Deeglike kennis van die wetgewende raamwerk wat verband hou met die Environmental Management Inspectorate (EMI) in Suid-Afrika.
  • Strategiese, probleemoplossende en organisatoriese vaardighede.
  • Kennis van algemene administratiewe, finansiële enverkrywingsprosedures en -prosesse van die regering.
  • Administratiewe en logistieke vaardighede, insluitend projekbestuur, regeringsverkryging, begrotingsmonitering en gebeurtenisbestuur.
  • Klantresponsiwiteit met 'n fokus op vaardigheids- en kapasiteitsontwikkelingsdoelwitte.
  • Bereid wees om te reis en in besit van 'n geldige bestuurderslisensie.
  • Vermoë om onafhanklik en as deel van 'n span te werk.
  • Rekenaargeletterd en deeglik.

Pligte

  • Om die nasionale omgewingsnakomings- en handhawingskapasiteitsbouprogram (basies en gespesialiseerd) vir Environmental Management Inspectors te beplan, te implementeer, te fasiliteer en daaraan deel te neem; asook ander relevante regulasie-owerhede, insluitend South African Revenue Service: Customs (SARS), South African Police Service (SAPS), National Prosecuting Authority (NPA) en die Border Management Authority (BMA) ens.
  • Toesig oor verkryging van plekke, aanbieder-logistiek, assesserings, kurrikulumontwikkeling en -hersiening en rekordhouding administreer en fasiliteer. 'n Moniterings- en evalueringsproses ten opsigte van die nasionale nakomings- en handhawingsprogram implementeer.
  • Kapasiteitsontwikkelingsondersteuning aan operasionele projekte van nasionale, provinsiale en munisipale Environmental Management Inspectors en ander nakomings- en handhawingsrolspelers bied.
  • Skakel en saamwerk met internasionale en binnelandse omgewingsowerhede en skenkers asook tersiere onderwysinstellings, NGO's en ander relevante belanghebbendes oor inisiatiewe vir die ontwikkeling van nakomings- en handhawingskapasiteit.
  • Toepaslike opleidingskurrikulum ontwikkel om deur die nasionale program vir die opbou van omgewingsnakomings- en handhawingskapasiteit gelewer te word.
  • Die verkryging van plekke moniteer en ander verwante goedere en dienste (insluitend opleidingsverwante aanbieders, toerusting, publikasies ens.) inisieer en administreer wat vereis word om die lewering van omgewingsnakomings- en handhawingskapasiteitsontwikkeling en operasionele inisiatiewe te ondersteun.

Furthermore, all shortlisted candidates, including the SMS, shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements and the other must be an integrity (ethical conduct) assessment. Following the interview and the technical exercise, the Selection Panel will recommend candidates to attend a generic managerial competency assessment in compliance with the DPSA Directive on the implementation of competency-based assessments. The person appointed to this position will be subjected to a security clearance, the signing of performance agreement and employment contract. The Department reserves the right not to make an appointment.
