Oorsig

Adjunkdirekteur-pos wat interne beheer, nakoming en finansiële bestuur by GPAA bestuur, wat 'n ouditerings- of rekeningkundige kwalifikasie en ses jaar relevante ervaring vereis.

Vereistes

  • 'n Relevante 3-jaar Nasionale Diploma/Graad in Finansiële Bestuur, Ouditerings/Rekeningkunde of gelykwaardige kwalifikasie (minstens 360 kredite).
  • Minimum ses (6) jaar se ervaring in interne beheer, ouditerings of finansiële bestuur met 3 jaar bestuurservaring of middelbestuurservaring.
  • Nagraadse kwalifikasie is voordelig.
  • Professionele sertifikasie (bv.
  • CA(SA), CIA, CISA).
  • Kennis van PFMA, Tesourie-regulasies.
  • Kennis van die Pensioenfonds Wet. GRAP-standaarde.
  • Kennis van die GEP LAW.
  • Kennis van openbare sektorbestuurrameworks.
  • Uitstekende kommunikasie (skriftelik en mondeling).
  • Interpersoonlike vaardighede.
  • Vermoë om navorsing te doen en dokumente te analiseer en oplossings te gee. Getalgeletterdheid.
  • Metodiese vaardighede. Integriteit/Betroubaarheid/Eerlikheid. Kwaliteitsorïentasie. Spanorïentasie. Diensgeorïentasie.
  • Goeie leierskapkwaliteite.

Pligte

  • Die titularis sal verantwoordelik wees vir 'n groot verskeidenheid van take wat onder meer die volgende insluit: Bestuur en voer pre-ouditerings- en finansiële beheeraktiwiteite uit.
  • Oefen beheer uit oor die doeltreffende implementering van anskaffingsbeleid, -prosesse en -prosedures.
  • Ontwikkel en implementeer die GPAA Interne Beheerstrategie.
  • Lewer strategiese raad aan die CFO en Uitvoerende Bestuur oor bestuur, nakoming en ouditerings-gereedheid.
  • Rapporteer oor projektvordering en prestasie teenoor goedgekeurde planne.
  • Verseker en monitor nakoming met finansiële voorskrifte, Tesourie-regulasies en wetgewingsraamwerk.
  • Ontwikkel, implementeer en monitor interne beheerhandleidings.
  • Monitor beleidsimplementering en stel interne beheermaatreëls in plek om risiko's te bestuur.
  • Evalueer en kommunikeer interne beheerschwaktes betyds aan die partye verantwoordelik vir korrektiewe aksie.
  • Stel toepaslike terugvoering en aksieplanne saam aangaande interne en eksterne ouditerings-bevindinge.
  • Rapporteer en stel die register van onreëlmatige, ongemagtigde, sorgelose en besoedelende uitgawes op.
  • Lewer insette oor die voorbereiding van tussentydse en jaarlikse finansiële state.
  • Bestuur finansiese rekordeienaardienste.
  • Bestuur klassering van betaalstukke/dokumente in die finansiële register.
  • Lewer ondersteuning aan die amptenare van die finansiële register.
  • Versorg 'n goed gestruktureerde rekordklassifikasiestelsel.
  • Verseker die veilige bewaring van finansiële rekorde.
  • Verseker nakoming met alle van toepassing zijnde wetgewing en reglemente aangaande finansiële rekorde.
  • Verseker nakoming met PFMA, Tesourie-regulasies en GRAP-standaarde.
  • Toesig hou oor bestuur en rapportering van onreëlmatige, besoedelende en sorgelose uitgawes (IFWE).
  • Versterk finansiële beheerstelsels om risikoeksponering te verminder.
  • Ondersteun die bereiking van skoon ouditerings-uitkomste.
  • Fasiliteer van die risiko- en ouditerings-proses.
  • Verseker toeganklikheid van finansiële rekorde vir ouditerings-doeleindes.
  • Assist in the compilation and monitoring of the Audit Intervention Plan.
  • Konsolideer voortgangsverslag oor die Audit Intervention Plan.
  • Voer risikobeoordeling uit vir die Hoofdirekteraat: Finansiële Bestuur.
  • Assist with the development and maintained of the risk register and action plan.
  • Bestuur alle bronne van die eenheid.
  • Stel, monitor en evalueer die prestasie van direkte ondergeskiktes in lyn met eenheiddoelwitte.
  • Verdeel werk gebaseer op personeel-werkslading, kundigheid en ontwikkelingseise.
  • Identifiseer en implementeer personeel-ontwikkelings- en opvolgingsplanningsinisiatiewe.
  • Verseker nakoming met ingesteldheid op werksgelegenheidsgelykheid.
  • Monitor uitsette teen besigheidsbenodigdhede en fasiliteer personeel-produktiwiteit.
  • Implementeer motiverings- en beloningsmeganismes ter ondersteuning van hoë prestasie.
  • Fasiliteer effektiewe departementale kommunikasie deur toepaslike strukture en stelsels.
  • Bestuur eenheidsuitgawe en monitor uitgawes in ooreenstemming met voorskrifte.

Successful completion of the Nyukela Public Service SMS Pre-entry Programme as endorsed by the National School of Government, available as an online course on https://www.thensg.gov.za/training-course/sms-pre-entry-programme/, prior to finalisation of appointment, is a requirement for all SMS positions. All shortlisted candidates for SMS posts will be subjected to a technical exercise and interview.
