Plaasvervangende Direkteur: Prestasie-oudit by GPAA, Pretoria. Vlak 11, R932 292 per annum. Interne oudit-kundigheid vereis.
Vereistes
- 'n Toepaslike drie (3) jaar Nasionale Diploma / Graad in interne oudit (minstens 360 krediet).
- Minimum ses (6) jaar in interne oudit-omgewing met drie (3) jaar bestuur/middelbestuurservaring.
- Professionele registrasie as 'n gesertifiseerde Interne Ouditor (CIA) by die Institute of Internal Auditors South Africa (IISA).
- Rekenaargeletterdheid wat goeie werkkennis van Microsoft Office-produkte insluit.
- Kennis van interne ouditorprosedures en stelsels.
- Kennis van beginsels en toepassings van goeie korporatiewe bestuur, sake- en operasionele risiko's en beheerproses en -prosedures.
- Kennis van norme vir die professionele praktyk van interne oudit en die Etiekode wat deur die Institute of Internal Auditors (IIA) ontwikkel is.
- Kennis van die Wet op Openbare Finansiële Bestuur en Skatkistaanbevelings.
- Kennis van Suid-Afrikaanse openbare diens- en arbeidswetgewing, insluitende die Openbare Dienskwad, LRA, OHS-wet, King-verslag.
- Kennis van pensioenfondswetgewing.
- Inligtingsbeheerstellselterminologie, konsepte en praktyke.
- Finansiële en tegniese verslaggewing-vaardighede. Probleemoplossingsvaardighede.
- Mensbestuur en bemagtiging. Aanbieding-vaardighede. Klantverhoudingsbestuur.
- Monitering en evaluasietegnieke. Projekbestuursvaardighede.
- Analitiese denke.
- Aandag vir detail.
- Eerlikheid en integriteit. Spelerslid. Professionalisme.
Pligte
- Die personeellid sal verantwoordelik wees vir die volgende funksies en sluit onder meer in: Funksionele bestuur van die interne oudit-subdirektora.
- Verseker die instandhouding van doeltreffende en effektiewe beheer en die verwesenliking van die departement se doelwitte deur die departement se beheer/doelwitte te evalueer, om hul doeltreffendheid en doelmatigheid deur interne oudits te bepaal.
- Dui die resultate van interne ouditemgagements mee.
- Beoordeel, versamel inligting en stel interne ouditsvordeingsverslae saam vir die Rekeningpligtige en Ouditskomitee, kwartaalverslae en jaarverslae.
- Moniteer die beleid- en wetgewingskader om verseker dat nuwe ontwikkelings in ag geneem word.
- Ontwikkel en handhaaf interne ouditmethodologieë, beleid en prosedures.
- Bied advies en leiding aan belanghebbendes oor die vereistes en implementering van interne ouditmethodologieë, beleid en prosedures.
- Ontwikkel strategiese interne ouditsplanne.
- Identifiseer die sleutelrisikoareas vir die Instelling wat voortspruit uit huidige operasies soos uiteengesit in die strategiese plan en risikobeheeerstrategie.
- Neem deel aan die ontwikkeling van die driejarige strategiese risikogebaseerde interne ouditsplan.
- Ontwikkel die jaarlikse interne oudit-operasionele plan.
- Hou tred met nuwe ontwikkelings in die interne oudit-omgewing.
- Dit sal onder meer die volgende insluit.
- Bestudeer professionele joernale en publikasies om verseker dat nuwe ontwikkelings in ag geneem word.
- Moniteer en bestudeer deurentyd die toepaslike nywerheid, wetgewingsstandaardveranderinge en beleidsraamwerke.
- Neem deel aan toepaslike voortgesette professionele ontwikkelingsaktiwiteite (gereedskap en tegnieke) soos vereis/voorgeskrewe.
- Administratiewe bestuur van interne oudit-subdirektora.
- Handhaaf dissipline.
- Bestuur prestasie en ontwikkeling.
- Onderneem mensliche hulpbronne en ander verwante administratiewe funksies.
- Vestig, implementeer en handhaaf doeltreffende en effektiewe kommunikasiereëlings.
- Ontwikkel en bestuur die operasionele plan van die subdirektora en dui vordering mee soos vereis.
- Ontwikkel, implementeer en handhaaf prosesse om behoorlike beheer van werk te verseker, insluitende die Engagement Work Program.
- Stel alle vereiste administratiewe verslae saam en dien dit in.
- Dien op dwarswerkgroepe soos vereis.
- Anskaffing en batebestuur.
- Beplan en wys werk toe.
- Kwaliteitsbeheer van werk wat deur werknemers gelewer word.
- Funksionele tegniese advies en leiding.
- Bestuur alle hulpbronne van die eenheid.
- Stel, stem saam en moniteer die prestasie van direkte rapporteerders, kontroleer of dit met beplande teikens in lyn is.
- Wys werk toe volgens die individuele werklas.
- Identifiseer ontwikkelings- en opvolgingsplanningsbehoeftes.
- Verseker naleving van indiensstellingsgelykheid.
- Moniteer dat uitlegte teen sake-vereistes behaal word.
- Fasiliteer produktiwiteit en doelmatigheid van personeel, minimaliseer afwesigheid en omsetverhoudinge.
- Motiveer personeel deur die implementering van verskeie beloningsmeganismes.
- Fasiliteer departementale kommunikasie deur toepaslike strukture en stelsels.
- Bestuur die begroting van die eenheid en moniteer uitgaweprone as per die Voorskrifte.

Effective from 19 June 2026, the GPAA now utilises an e-Recruitment System which means all applicants must login/register to apply for positions, we only accept e-Recruitment online applications. The applicant’s profile on the e Recruitment is equivalent to the newly approved Z83, and it is the responsibility of applicants to ensure their profiles are fully completed or their applications will not be considered, as per the DPSA Practice Note. The candidate must agree to the following: Shortlisted candidates must avail themselves for a virtual or in-person panel interview at a date and time determined by the GPAA. Please note: All shortlisted candidates, including the SMS, shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements and the other must be an integrity (ethical conduct) assessment. It should be noted that the GPAA does not support the use of Artificial Intelligence (AI) in any of its recruitment and selection processes and will disqualify an application if it picks up the use of AI when completing assessments without acknowledging the source of information. Successful completion of the Nyukela Public Service SMS Pre-entry Programme as endorsed by the National School of Government, available as an online course on https://www.thensg.gov.za/training-course/sms-pre-entry-programme/, prior to finalisation of appointment, is a requirement for all SMS positions. All shortlisted candidates for SMS posts will be subjected to a technical exercise and interview. Following the technical exercise and interview, a maximum of three (3) SMS candidates will undergo psychometric assessments to assess cognitive capabilities, behavioural preferences, emotional intelligence, and integrity. Applicants must note that pre-employment checks and references will be conducted once they are short-listed and the appointment is also subject to a positive outcome on these checks, which include but not limited to: security clearance, security vetting, qualification/study verification, citizenship verification, financial/asset record check, previous employment verification and criminal record.
