Adjunk-Direkteur wat toesig hou oor vraagdienste-beplanning, projektbestuur en logistieke inisiatiewe binne die Departement van Weskaap-Mobiliteit.
Vereistes
- 'n Toepaslike 3-jaar tersiêre kwalifikasie (Nasionale Diploma/B-Graad of hoër). 'n 3-jaar relevante ervaring in 'n vraagdiens of verwante werkomgewing. 'n Geldige bestuurslisensie, of alternatiewe vervoermiddel vir persone met gestremdheid.
- Bevoegdhede: Kennis van en werkervaring met die wetgewing, regulatoriese raamwerke, beleid en beste praktyke wat op die lynfunksies betrekking het;
- Kennis en begrip van die fasilitering en koördinering van vraagdienste;
- Kennis en begrip van die ontwikkeling van strategieë, raamwerke, riglyne, norme en standaarde vir vrag;
- Kennis en begrip van die ontwikkeling van vraagplanne, verslae, ens.;
- Kennis en begrip van die Nasionale Vervoerwet (Wet 5 van 2009);
- Kennis en begrip van inligtingstelsels wat bydra tot die bestuur van kennis en inligting wat op die lynfunksie betrekking het;
- Kennis en begrip van projektbestuur;
- Kennis van operasionele bestuurs-praktyke;
- Kennis en begrip van inkoopkunde en aanbiedingsprosesse;
- Kennis en begrip van beleidontwikkeling en operasionele bestuur-, monitering- en hersieningsprosesse;
- Kennis en begrip van moderne sisteme van bestuur en administrasie;
- Kennis en begrip van openbare diensPane, prosesse en stelsels;
- Kennis en begrip van die streeks- en plaaslike politieke, ekonomiese en sosiale aangeleenthede wat op die provinsiale regering van Weskaap betrekking het;
- Kennis en begrip van Grondwetlike, regs- en institusionele gereelde wat die Suid-Afrikaanse openbare sektor beheer;
- Kennis en begrip van openbare finansies, menslike hulpbronne en diskoersprosesse.
- Kennis en begrip van die Wet op Openbare Finansiële Bestuur (Wet 1 van 1999), Nasionale Skatkisregulasies, Provinsiale Skatkisinstruksies, ander finansiële beleid, voorskrifte, direktiewe en kollektiewe ooreenstemmings;
- Kennis en begrip van die werking van die Provinsie en die aktiwiteite van sustersafdelings/verwante funksionele areas;
- Kennis en begrip van die beleid van die regering van die dag;
- Kennis en begrip van Arbeidsverhoudingswetgewing en regulasies;
- Kennis en begrip van prestasiebestuur in die algemeen.
Pligte
- Neem deel aan die beplanning, uitvoering en projektbestuur van die vrag- en logistieke inisiatiewe wat uit die WCG-Vraagstrategie en ander strategiese dokumente voortspruit;
- Dra by tot die ontwikkeling van vervoer-/vraakraamwerke, riglyne en strategiedokumente;
- Betrek en koördineer met belanghebbende partye om die bereiking van provinsiale vraagdoelstellings te ondersteun;
- Identifiseer, bron en ontleed vraaglogistieke data en inligting;
- Ondersteun die optimalisering en gebruik van aangewese korridors/roetes vir die doeltreffende beweging van goedere binne, in en uit die provinsie;
- Voer tafelnavorsing uit aangaande aangeleenthede wat met landtransport verband hou;
- Verantwoordelik vir operasionele, finansiële en personeelbestuur.

All shortlisted candidates for SMS posts will be subjected to a technical exercise that intends to assess relevant functional elements of the job and an interview. Following the technical exercise and interview, a maximum of three (3) SMS candidates will undergo psychometric assessments to assess cognitive capabilities, behavioural preferences, emotional intelligence, and integrity. The successful candidate will be required to complete the Senior Management Pre-Entry Programme (Nyukela) and submit the certificate before he/she can be appointed to this post. The purpose of the Senior Management Pre-Entry Programme, which is a public service specific training programme applicable to all applicants who aspire to join the SMS, is to ensure that potential SMS members have a background in processes and procedures linked to the SMS. The duration of the online Pre-Entry Programme is 120 notional hours (15 days). The successful candidate will be required to enter into an employment contract and a performance agreement.
