Hoof van Departement-rol wat toesig hou oor polisiegedrag, gemeenskapsverhoudings en veiligheidsstrukture in die Gauteng-provinsie.

Vereistes

  • 'n Relevante nagraadse kwalifikasie (NQF Vlak 8 volgens SAQA-standaarde) in Openbare Administrasie/Bestuur, Besigheidsadministrasie/Bestuur, Maatskaplike Wetenskap, Sekuriteitsbeheer of Regte en 'n minimum van tien (10) jaar relevante ondervinding op senior bestuurs vlak.
  • Sleutelbekwaamhede: Bewese vermoë om wetgewing en beleidsmaking op provinsiale en plaaslike vlak te operasionaliseer en naleving daarvan te verseker.
  • Aantoonbare ondervinding in bestuur op uitvoerlesvlak, met 'n multi-miljard-rand-begroting asook 'n goeie begrip van en bekwaamheid in Finansiële Bestuursisteme, insluitend kostebeheer, begrotting, uitgawebeheer, inkomsteverspreiding en inkomstegenerering.
  • Kennis en begrip van regeringsprioriteite.
  • Insigte in die Regering se Uitkomsgebaseerde Benadering, insluitend prestasie-monitering en evaluering.
  • Strategiese leierskap, veranderingsbestuur en projekbestuurs.
  • Vermoëns behoort dienslewering-innovasie, naleving van die Wet op Openbare Finansiële Bestuur (PFMA) en finansiële regelgewingsraamwerke wat goeie regering in Suid-Afrika ondersteun, in te sluit.
  • Uitstekende koördinering, kommunikasie, netwerking, onderhandeling, korporatiewe regering, uitstaande verslagskrywingsvaardighede en multitasking-vaardighede.
  • Vermoë om onder druk te werk en bereidwilligheid om lang en onreëlmatige ure te werk en uitgebreid te reis.

Pligte

  • Dien as 'n Rekenplichtige Beampte van die Departement ooreenkomstig die bepalings van die PFMA.
  • Hou toesig oor die monitering van polisiegedrag en LEA's se naleving.
  • Koördineer die doeltreffende funksionering van veiligheidsstrukture in die provinsie.
  • Stel gemeenskaps- en polisieverhoudings in Gauteng daar.
  • Implementeer Maatskaplike Misdaadvoorkoming-programme.
  • Lei die vestiging van vennootskappe met veiligheidsdeelnemers, insluitend privaatsektor-maatskappye en regering (Interregerings Verhoudinge).
  • Hou toesig oor en gee rekenskap van die bestuur aan die nasionale struktuur aangaande die prestasie van die provinsiale sekretariaat.
  • Doen verslag oor polisie-toesig aan die Premier, Wetgewer, CSPS en Minister van Polisie (MINMEC).
  • Dwing naleving af op die funksionering en bestuur van die voertuigtoetstasies, Lisenstoetssentrum en ryrskole se bedrywighede in ooreenstemming met die Nasionale Padverkeerswet.
  • Hou toesig oor die doeltreffende implementering van padverkeersopvoeding in die provinsie.
  • Hou toesig oor die doeltreffende en doelmatige padverkeerswethandhawingsprogramme en -projekte.
  • Hou toesig oor Operasionele ondersteuning vir primêre sorg-geneesingomgewings.
  • Lewer veilige, geïntegreerde woonoplossings wat stabiliteit, herstel en kragverwawing vir oorlewendes van geweld fasiliteer.
  • Lei en monitor die strategiese lewering van professionele slagtoffersdienste.
  • Monitor en verseker hoë-impak-uitkomste en operasionele uitnemendheid in gemeenskapsempoweringsentrums.
  • Hou toesig oor die voorsiening van strategiese administratiewe ondersteuning ten opsigte van handhawing en regelgewingsnaleving.
  • Verseker dat die Departement 'n skoon oudit verkry.
  • Hou toesig oor 'n stelsel en geformaliseerde proses wat die departement in staat stel om Departementele sleutelrisiko's te identifiseer, te beoordeel, te bestuur en te moniteer.
  • Implementeer doeltreffende bestuursstrukture.
  • Hou toesig oor die implementering van risiko-, anti-korrupsie- en integriteitsbeheerstrategieë.
  • Bevorder professionele etiek en bekamp korrupsie.
  • Hou toesig oor en versterk padverkeerpolisiëring en padverkeerswethandhawing.
  • Verskaf strategiese leiding in die ontwikkeling en implementering van provinsiale vervoerveiligheidsbeleid, in lyn met nasionale wetgewing soos die Nasionale Padverkeerswet.
  • Verseker integrasie van padveiligeidsmeerderhede in die breër gemeenskapsveiligheidsraamwerk.
  • Verseker die doeltreffende implementering van veiligheidsstrategieë wat misdaadvoorkoming bevorder, interregerings-koördinasie versterk en openbare vertroue in veiligheidsiniasiewe en die algehele bestuur van die Departement se programme verhoog deur alle departementele planne in lyn te bring met die Nasionale Ontwikkelingplan (NDP), Nasionale en Provinsiale Regering Strategiese Doelstellings, Transformasie, Modernisering en Reindustrialisering [TMR] Programme en GGT 2030.
  • Verseker goeie regering, etiese leierskap en doeltreffende prestasiebestuur binne die departement.
  • Versterk interregerings-verhoudings en belanghebber-betrokkenheid, insluitend munisipaliteite, SOEs, inleef-maatskappye en die privaatsektor.
