Oorsig
Adjunk-Direkteur vir Menslikehulpbrontwikkeling by die Departement van Water en Sanitasie wat prestasiebestuursisteme implementeer.
Vereistes
- Nasionale Diploma in Menslikehulpbronbestuur/Menslikehulpbrontwikkeling/Opleiding- en Ontwikkelingskwalifikasie op NKK-vlak 6.
- Vyf (5) jaar se ervaring in Menslikehulpbronbestuur/Menslikehulpbrontwikkeling (met klem op Menslikehulpbrontwikkeling, Prestasiebestuurstelsel (PMDS), Vaardigheidsontwikkeling, Werkplekvaardigheidplanne (WSP), Opleidingsprogramme).
- PERSAL-bekendstellingssertifikaat en PERSAL-publieke administrasiesertifikate een (1) en (2) twee.
- Bekendstelling van 'n geldige onverstreke rybewys.
- Tegniese kennis en gedragsbekwaamhede: Kennis van beleidsformulering en implementering, Kennis van menslikehulpbrontwikkeling.
- Dissiplinêre kennis in MHT.
- Begrip van regeringswetgewing (Vaardigheidsontwikkelingswet 1998 (Wet Nr. 97 van 1998), Suid-Afrikaanse Kwalifikasieowerheidswet, 1995 (Wet Nr. 58 van 1995), finansiële bestuur en PFMA.
- Kennis van tegnieke en prosedures vir beplanning en uitvoering van bedrywighede, Program- en Projekbestuur, Kennis van verhoudingsbestuur.
- Probleemoplossing en analise, Mense- en diversiteitsbestuur.
- Kliëntoriëntasie en klantefokus.
- Goeie kommunikasievaardighede beide (mondelings en skriftelik).
- Aanspreekbaarheid en etiese gedrag.
- Kennis van analitiese prosedures.
- Amptenaar sal uitgebreide reise moet onderneem ter ondersteuning van alle Sentrale Bedrywighede-AreaKantore.
Pligte
- Implementering van prestasiebestuursisteme: koördineer bewustheids- en onderrigworkshops vir die prestasiebestuurstelsel, koördineer die ontwikkeling van prestasieooreenkomste, kommunikeer met lyn oor PMDS-nakoming, stel PMDS-statusverslae op/saamgestel, koördineer PMDS-resensies vir nie-SMS-werknemers.
- Implementering van Menslikehulpbrontwikkeling (MHT)-strategie: koördineer vaardigheidsontwikkelingkomitees, koördineer toevoere vir hersiening van MHT-strategie, implementering van MHT-strategie, monitering van MHT-strategieuitkomste.
- Implementering van Werkplekvaardigheidplanne (WSP): kommunikeer met Vaardigheidsontwikkelingkomitees vir werkplekvaardigheidtoevoere, ontwikkeling van Werkplekvaardigheidontwikkeling (WVO), implementering van Werkplekvaardigheidplan (WSP-bewusteidsworkshops), berei maandelikse/driemaandelikse/jaarlikse WSP/opleidingverslae voor.
- Implementering van opleidingsprogramme vir die departement: aanbieding van oriënterings-/invoersessies, fasilitering van Volwasse Basiese Onderwys- en Opleidingsprogramme, voorgeleide opleidingsessies, administrasie van die departementele beursregeling.
- Bestuur van Menslikehulpbronne: beplan, lei en koördineer eenheidsaktiwiteite, bestuur die prestasie en ontwikkeling van werknemers, ken take toe en monitor vordering, verseker nakoming van HR-voorskrifte, delegasies en regelgewingskaders, fasiliteer kommunikasie en koördinasie binne die eenheid en met ander takke, bestuur die eenheid se operasionele planne, begroting en hulpbronne.

All shortlisted candidates for SMS posts will be subjected to a technical exercise and interview. Following the technical exercise and interview, a maximum of three (3) SMS candidates will undergo psychometric assessments to assess cognitive capabilities, behavioural preferences, emotional intelligence, and integrity. A pre-entry certificate obtained from the National School of government is required prior to the appointment. All shortlisted candidates, including the SMS, shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements and the other must be an integrity (ethical conduct) assessment. Candidates will be required to complete a financial disclosure form and undergo security clearance. Foreigners or dual citizenship holders must provide a police clearance certificate from country of origin (only when shortlisted). The Department of Water Sanitation is an equal opportunity employer.
