Chief Deputy Commissioner: Incarceration and Corrections

Overview

Chief Deputy Commissioner role at the Department of Correctional Services National Head Office in Pretoria, responsible for managing incarceration policies and inmate management processes.

Requirements

  • A postgraduate qualification (NQF level 8) in Behavioural Sciences/ Social Sciences/Public Administration or equivalent as recognised by the South African Qualifications Authority (SAQA).
  • (8) Years’ senior managerial level experience in a similar environment.
  • A certificate for entry into the Senior Management Services (SMS) obtained from the National School of Government (NSG) is compulsory (required from all applicants prior to appointment).
  • Security Clearance.
  • Computer literate.
  • Valid driver’s licence.
  • Required Knowledge: Understanding of the dynamics of the Justice Cluster.
  • Understanding of the public service policy and related legislative framework (Public Service Act and Regulations, Public Finance Management Act and Correctional Service Act 111 of 1998 as amended).
  • Competencies and Attributes: Knowledge and understanding of Public Service policies and mandates.
  • Knowledge of all legislation, norms and standards that governs health care.
  • Understanding of DCS Environment, parole administration, tracing, community mobilisation, corrections management, remand detention, management of overcrowding, security, continuous risk assessment tool, personal development, relevant prescripts, case management, social cohesiveness, screening and assessment, care planning and coordination.
  • Quality improvement.
  • PFMA – compilation of budgets, estimation, expenditure and reporting.
  • Applied strategic thinking, communication, project management, presentations, report writing skills.
  • Service delivery standards.
  • Developing others (coaching, mentoring, training).
  • Project and programme management.
  • Decision making, problem solving, networking / liaison with stakeholders, negotiation, organising, conflict management and analytical thinking.
  • Policy development, analysis, monitoring, evaluation and implementation advice.

Duties

  • Manage incarceration and design, develop and review policies, procedures and guidelines for inmate management within the Department of Correctional Services in line with the Correctional Services Act and the White Paper on Corrections.
  • Review and evaluate inmate management processes such as inmate discipline, re-integration, and inmate investigations.
  • Ensure effective correctional security operations and the safe custody of all incarcerated persons, while maintaining a safe and secure environment that supports the rehabilitation of offenders and those under community corrections.
  • Ensure safe and secure DCS facilities and provide security standards services with respect to DCS.
  • Design, develop and facilitate infrastructure and facilities maintenance programmes.
  • Ensure that facilities are kept at required minimum standards set out by the relevant legislation, national and local standards, in particular, DCS requirements.
  • Management of performance information.
  • Management of human resources, finances and assets.

Appointment under the Correctional Service Act Before you apply: All costs associated with an application will be borne by the applicant. All shortlisted candidates will be subjected to a technical exercise that intends to test relevant technical elements of the job, the logistics of which will be communicated by the department. Following the interview and technical exercise, the selection panel will recommend candidates to attend a generic managerial competency assessment (in compliance with the DPSA directive on the implementation of competency- based assessment). The competency assessment will be testing generic managerial competencies using the mandated DPSA SMS competency assessment tool.
