Oorsig
Organisasie-ontwikkelingspesialis benodig in Bloemfontein om organogramme te onderhou en departementele strukture te hersien, met 'n toepaslike graad en 3-4 jaar se OD-ondervinding as vereiste.
Vereistes
- 'n Toepaslike graad (NQF-vlak 7) in Organisasie-ontwikkeling en/of besigheidsadministrasie met 'n OD-fokus. 3-4 jaar ondervinding in 'n OD-omgewing.
- Sertifikaat in besigheidsproseskartering, JE-aanvanklike en opvolgopleidingsertifikaat en JE-paneelsertifikaat.
- Kennis van die instelling van norme en standaarde, kennis van die departement, koste-batenalanise, hr-praktyk, opstel van werksbeskrywings, relevante wetgewing en beleide, algemene kantooradministrasiepraktyk, PERSAL, werkevalueringsprosesse, kompenseerstelsel, werkkennis van Org-Plus/Visio, strukturele kostemodelle en BPM- en SOP-tegnieke.
- Rekenaargeletterdheid en 'n geldige bestuurderslisensie.
Pligte
- Om die organogram/organogramme te ontwikkel en te onderhou; ontleed die huidige departementele organogram, identifiseer die behoeftes/leemtes om hersiening/herontwerp van die departementele organogram te rig, doen navorsingsvoorstel van organogram om te verseker belyning met die goedgekeurde spesifieke sektor generiese of waar van toepassing, raadpleeg die relevante belanghebbendes/rolspelers om insette/kopersmark te bekom, stel die voorgestelde organogram op en verskaf tydige terugvoer aan relevante belanghebbendes, finaliseer en dien in om instemming te verkry, neem deel om behoorlike implementering, monitering en evaluering van die goedgekeurde struktuur te verseker.
- Om norme en standaarde te ontwikkel, te hersien en te ontleed;
- Assesseer tekortkomings/behoeft vir wysiging/ontwikkeling van norme en standaarde, ondersoek die wysiging/ontwikkeling van norme en standaarde, opstel van norme en standaarde, raadpleeg relevante belanghebbendes, verkry goedkeuring, monitor die implementering.
- Voer werkevaluering uit op geidentifiseerde/voorrangswerke en gee advies oor die toepassing daarvan; versamel vereiste inligting oor die werk, voer werkanalise-onderhoud, vaslegging van inligting in die JE-stelsel, bied die geevalueerde werke aan die Kwaliteitsversekeringskomitee/Paneel, stel voorlegging op om implementeringsgoedgekeuring te verkry, hou rekords (bygewerkte databasis) van gevalueerde werke en rapporteer tydig, versprei/kommunikeer inligting oor die uitslag van die geevalueerde werke aan die relevante Seniorbestuurder.
- Om advies te verskaf oor die ontwikkeling van werksbeskrywings; doen navorsing oor die inhoud van die werk en benchmark met ander departemente/provinsies, verskaf insette oor die konsep werksbeskrywings, voer onderhoude met aangewysde/kennisgewende amptenare, versoek insette oor die konsep werksbeskrywings, verskaf advies oor die uitleg en spesifikasie van die aanvaarbare sjabloon, hou rekords (bygewerkte databasis) van goedgekeurde werksbeskrywings en rapporteer tydig.
- Om hulpbronne te bestuur om te verseker dat die doelwitte van die komponent bereik word; bestuur van personeel binne die komponent, die ontwikkeling en bywerking van werksbeskrywings vir rapporterende personeel, die prestasiebestuur van personeel binne die komponent, fasilitering van opleidingsintervensies, gee rigting, leiding en advies aan personeel binne die komponent.
- Bestuur van bates.

All shortlisted candidates for SMS posts will be subjected to a technical exercise and interview. Following the technical exercise and interview, a maximum of three (3) SMS candidates will undergo psychometric assessments to assess cognitive, behavioural preferences, emotional intelligence and integrity. Assessment for core competencies outlined in the SMS Handbook shall be conducted within one month of the appointment of the candidate. The department shall communicate the logistics for the psychometric assessment to the candidate. All shortlisted candidates for other posts, shall undertake a pre-entry assessment which will be in the form of a practical / technical exercise. Candidates will also be assessed on Integrity (Ethical Conduct). Selection panels shall score the technical exercise as an additional criterion in the interview process.
