Oorsig

Adjunkdirekteur verantwoordelik vir die bestuur van kollektiewe onderhandelingsprosesse en die verteenwoordiging van die Departement by die Departementele Onderhandelingskamer in Pretoria.

Vereistes

  • Nasionale Diploma (NQF6) in Arbeidsverhoudinge of relevante kwalifikasie soos erken deur SAQA. 'n Minimum van vyf (5) jaar se ervaring in kollektiewe onderhandeling / arbeidsverhoudinge waarvan drie (3) jaar op 'n toegangspoort / junior bestuursvlak (Adjunkdirekteur-vlak of gelykwaardig) moet wees.
  • Kennis van die Arbeidsverhoudingewet.
  • Kennis en begrip van projekbestuur, finansiële bestuur en veranderingbestuur.
  • Mensebestuur en bemagtiging.
  • Begrip van HR-beleide, prosesse en prosedures.
  • Kennis van Arbeidsverhoudingeprosesse.
  • Goeie interpersoonlike verhoudinge, belanghebbende-betrokkenheid en navorsingsvaardighede.
  • Probleemoplossing en ontleding.
  • Goeie interpersoonlike verhoudingsvaardighede.
  • Vermoë om inligting in te samel en te ontleed.
  • Vermoë om inligting en verslae in te samel en te vertolk.
  • Vermoë om beleide te ontwikkel, te vertolk en toe te pas.

Pligte

  • Bestuur en verteenwoordig by die Departementele Onderhandelingskamer en verskaf ondersteuning.
  • Bestuur en koördineer kollektiewe onderhandelingsprosesse.
  • Koördineer DBC-vergaderings en verteenwoordig die departement.
  • Verseker deelname van Vakbonde aan Departementele komitees.
  • Fasiliteer onderhandelings namens die Departement om effektiewe en voldoenende uitkomste te verseker.
  • Voorstelle voorlê en grondreëls vasstel.
  • Onderhandel deur aanbiede en teenaanbiede uit te ruil, wat dikwels "goeie trou"-onderhandelings behels.
  • Verseker implementering van ooreenkomste wat uit onderhandelingsstrukture voortvloei.
  • Bestuur en fasiliteer kapasiteitsbou- (werkswinkels en opleiding) inisiatiewe oor werknemersverhoudingsake om organisatoriese vermoë te verbeter en effektiewe toepassing van Arbeidsverhoudingebeleide en -praktyk te verseker.
  • Identifiseer gapings en verskaf advies oor die vereiste ontwikkeling.
  • Bestuur die koördinering van werkswinkels oor werknemersverhoudingsprosesse en verseker dat belanghebbendes by kursusinhoud betrokke raak.
  • Verskaf werknemersverhoudings-adviesdienste aan bestuur en personeel, wat ingeligte besluitneming en voldoening aan relevante beleide, prosedures en Arbeidswetgewing verseker.
  • Ondersteun en adviseer bestuurders by die opstel en uitreik van voorneme- en waarskuwingsbriewe, wat voldoening aan arbeidswetgewing, beleide en prosedurele billikheid verseker.
  • Adviseer Bestuurders en toesighouers oor die bestuur van dissipline in die werkplek, veral progressiewe dissipline.
  • Verskaf leiding oor dissiplinêre, klagte-, onbevoegdheids- en geskiloplossingsprosesse.
  • Hersien en beveel toepaslike optrede aan in komplekse werknemersverhoudingsake.
  • Verskaf kundige insette oor organisatoriese beleide om voldoening aan arbeidswette en beste praktyke te verseker.

Entry level requirements for SMS posts: In terms of the Directive on Compulsory Capacity Development, Mandatory Training Days & Minimum Entry Requirements for SMS that was introduced on 1 April 2015, a requirement for all applicants for SMS posts from 1 April 2020 is a successful completion of the Senior Management Pre-Entry Programme as endorsed by the National School of Government (NSG) prior to appointment. Furthermore, Shortlisted candidates must provide proof of successful completion of the course. All shortlisted candidates, including the SMS, shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements and the other must be an integrity (ethical conduct) assessment. Following the interview and technical passement for all SMS posts, the Selection Panel will recommend candidates to attend a generic managerial competency assessment in compliance with the DPSA Directive on the implementation of competency-based assessments. Persons appointed will be subjected to a security clearance, the signing of performance agreement and employment contract. The Department reserves the right not to make an appointment.
