Oorsig
Regsadministratiewe beampte wat regsondersteuning verskaf, adviese opstel en oortredings van die National Water Act vervolg vir die Department of Water and Sanitation in Bloemfontein.
Vereistes
- LLB of 'n relevante kwalifikasie.
- Ten minste agt (8) jaar se toepaslike post-kwalifikasie regsonderwerping.
- Vereiste bevoegdhede: Kennis en ervaring van beleidsontwikkeling en -implementering, openbare sektor regsprosesse, wetgewing en kontrakte, PAIA, PAJA, die Grondwet en alle relevante wetgewing.
- Kennis van Tesourie-regulasies.
- Vermoë om te onderhandel en kontrakte en internasionale instrumente op te stel.
- Vermoë om spesifieke omgewingswetgewing, kwessies wat die omgewing raak en algemene omgewingsreg te interpreteer word vereis.
- Kennis van die Public Finance Management Act.
- Regsnavorsing en -interpretasie.
- Analitiese vaardighede. Verslagskrywing.
- Program- en projekbestuur. Rekenaargeletterdheid.
- Goeie beplannings- en besluitnemingsvaardighede. Taalvaardigheid. Vertroulikheid.
- Uitstekende kommunikasievaardighede (skriftelik en mondelings).
- Strategiese vermoë en leierskapsvaardighede.
- Verantwoordelikheid en Etiese Gedrag.
Pligte
- Verskaf regsondersteuning om nakoming van relevante wetgewing te verseker.
- Ontwikkel standaard bedryfsprosedures.
- Adviseer en stel regsadviese en dokumente op om strafregvervolgings vir oortredings van die National Water Act te ondersteun.
- Stel regsdokumente, memoranda, verslae en voorleggings op.
- Stel kontrakte namens die entiteit op, ondersoek en hersien dit.
- Adviseer, onderhandel en stel multilaterale en bilaterale ooreenkomste op.
- Hanteer litigasiesake en appèlle namens die CMA.
- Lewer regsondersteuning by alle litigasiesake.
- Ontwikkel ingrypings waar uitdagings ondervind word.
- Monitor die implementering van die Promotion of Access to Information Act, 2000 en die Promotion of Administrative Justice Act, 2000 in die CMA.
- Hanteer PAIA- en PAJA-sake namens die CMA.

The Vaal-Orange Catchment Management Agency is a Public Water Resource Management Agency, established in line with the provisions of the National Water Act, 1998 (Act no 36 of 1998) (NWA) and National Water Policy for South Africa. It is an entity of the National Department of Water and Sanitation. Employees appointed in the CMA have similar employment terms and conditions as those of employees appointed in terms of the Public Service Act, though not employed in terms of the Public Service Act.
