Oorsig
Assistent-direkteur benodig in Bloemfontein om waterbestuursbeleid te ontwikkel en te implementeer en belanghebbendes te betrek, met 'n graad en vier tot ses jaar se ervaring as vereiste.
Vereistes
- 'n Bachelor se graad of gelykwaardig in Sosiale Wetenskappe of verwante omgewing.
- Vier (4) tot ses (6) jaar se relevante ervaring.
- Bewese vermoë om beleid en strategie te interpreteer en te implementeer.
- Ervaring ten opsigte van intergouvernementele betrekkinge, samewerkende regering, instellingsstruktuurbestuur, regulasie en bemarking.
- Ervaring in projeks- en programbestuur.
- Bewese vermoë om probleme op te los en gedemonstreerde besluitnemingsvermoë.
- Vermoë om met 'n verskeidenheid belanghebbendes insluitend gemeenskappe te kommunikeer.
- Ervaring in die vestiging van Waterbestuursinstellings (Watergebruikersverenigings, Opvangsgebiedbestuursagentskappe en Opvangsgebiedbestuursforums).
- Vermoë om vennootskappe tussen regerings, nie-regeringsbelanghebbendes te smee en goeie interpersoonlike vaardighede.
- Uitstekende mondelinge en skriftelike kommunikasievaardighede.
- Kennis van die Nasionale Waterwet (1998). 'n Geldige onverstreke bestuurderslisensie en bereidwilligheid om uitgebreid te reis.
Pligte
- Verseker effektiewe ontwikkeling en implementering van VOCMA-beleid en -strategieë.
- Verseker integrasie van gemarginaliseerde en voorheen benadeelde watergebruikers / belanghebbendes in waterheffingbepaling, watertoekenning en hervormingsprosesse.
- Vestiging van waterhulpbronbestuursstrukture gelei deur VOCMA en / of in vennootskap met Nasionale, provinsiale en plaaslike regering om integrasie en deelname van alle geaffekteerde en geïnteresseerde partye te verseker.
- Verseker effektiewe vestiging en werking van Waterbestuursinstellings.
- Ontwikkel die vereistes en riglyne vir die funksionering van waterbestuursinstellings en voer die instellingsregulering en toesig uit.
- Hersiening en goedkeuring van waterbestuursinstellings se besigheidsplanne asook toesig oor waterbestuursinstellings se bedrywighede teenoor jaarverslae en besigheidsplanne.
- Ondersteun die transformasie-agenda van VOCMA en fasiliteer toegang tot VOCMA-programme wat vir watergebruikers en histories benadeelde groepe ontwerp is.
- Ondersteun strategiese en besigheidsbeplanning.
- Onderrig personeel in ooreenstemming met VOCMA-beleid en -prosedures.

The Vaal-Orange Catchment Management Agency is a Public Water Resource Management Agency, established in line with the provisions of the National Water Act, 1998 (Act no 36 of 1998) (NWA) and National Water Policy for South Africa. It is an entity of the National Department of Water and Sanitation. Employees appointed in the CMA have similar employment terms and conditions as those of employees appointed in terms of the Public Service Act, though not employed in terms of the Public Service Act.
