Bestuur afvalbestuurlisensies en gepaardgaande aansoeke binne die Department of Forestry, Fisheries and the Environment in Pretoria.
Vereistes
- Toepaslike Honneursgraad (NQF8) in Natuur-/Omgewingswetenskappe of 'n relevante kwalifikasie soos deur SAQA erken, tesame met 'n minimum van drie (3) jaar se ondervinding in die tersaaklike veld.
- Kennis van omgewingsbeleid, wetgewing en regulasie-ontwikkeling, insluitend afval- en besoedelingsbeleid.
- Begrip van lisensiëringsprosesse en die Nasionale Afvalbestuurstrategie.
- Begrip van registrasieprosesse in terme van Nasionale Norme en Standaarde vir Afval.
- Vermoë om omgewingsbeleid toe te pas.
- Begrip van EIA-regulasies en Afvalinligtingsregulasies.
- Vermoë om onafhanklik en in 'n span te werk.
- Vermoë om 'n multidissiplinêre span te lei.
- Goed interpersoonlike verhoudingsvaardighede.
- Vermoë om onder uiterste druk te werk.
- Konflikbestuur en -oplossing.
- Vermoë om onder druk te organiseer en te beplan.
- Vermoë om inligting en verslae in te samel en te interpreteer.
Pligte
- Verwerk en bestuur afvalbestuurslisensies en gepaardgaande aansoeke; registrasies en uitsluitingsmagtiging;
- Verseker dat lisensies en gepaardgaande besluite, uitsluitingsmagtigings en registrasies op die EDMS, SAWIC en enige beskikbare platform gelaai word;
- Rapporteer oor die prestasie van die direktoraat;
- Sif van lisensie-aansoeke, registrasieversoeke in terme van Nasionale Norme en Standaarde en uitsluitingsaansoeke;
- Onderhou en bewaar rekord van alle registrasieversoeke, uitsluitings en lisensie-aansoeke en gepaardgaande verslae;
- Onderhou en bewaar alle besluit- en korrespondensierekords wat op die lisensiëringsstelsel betrekking het;
- Ondersteun die direktoraat met die implementering van Standaardbedryfsprosedures vir die bestuur van aansoeke;
- Bestuur skedule vir hersienings, terreinbesoeke, Moniteringskomiteevergaderings, voor-aansoekvergaderings, PAIA-versoeke en 24G-boetekomiteevergaderings;
- Ontwikkel en implementeer 'n opsporingstrument vir afvalaansoeke.

Entry level requirements for SMS posts: In terms of the Directive on Compulsory Capacity Development, Mandatory Training Days & Minimum Entry Requirements for SMS that was introduced on 1 April 2015, a requirement for all applicants for SMS posts from 1 April 2020 is a successful completion of the Senior Management Pre-Entry Programme as endorsed by the National School of Government (NSG) prior to appointment. The course is available at the NSG under the name Certificate for entry into SMS and the full details can be obtained by following the below link: https://www.thensg.gov.za/training-course/sms-pre-entryprogramme. Furthermore, Shortlisted candidates must provide proof of successful completion of the course. All shortlisted candidates, including the SMS, shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements and the other must be an integrity (ethical conduct) assessment. All shortlisted candidates for SMS posts will be subjected to a technical exercise and interview. Following the technical exercise and interview, a maximum of three (3) SMS candidates will undergo psychometric assessments to assess cognitive capabilities, behavioural preferences, emotional intelligence, and integrity. Persons appointed will be subjected to a security clearance, the signing of performance agreement and employment contract. The Department reserves the right not to make an appointment.
