Hoofdirekteur benodig by die Eastern Cape Department of Sport, Recreation, Arts and Culture in Qonce om kuns-, kultuur- en erfenisdienste op seniorbestuursvlak te bestuur.
Vereistes
- Nasionale Senior Sertifikaat plus 'n NQF level 7-kwalifikasie soos deur SAQA erken in Cultural Studies / Arts Management / Public Administration / Public Management / Management / Library and Information Science / Archives & Records Management / Heritage & Museum studies / Cultural Heritage Management / History / Fine Arts / Performing Arts. 5 jaar minimum ervaring op seniorbestuursvlak. 'n Suksesvol voltooide SMS voor-toelatingsprogram Nyukela-sertifikaat word voor aanstelling vereis.
- Uitgebreide ervaring in 'n relevante bestuursveld.
- Ervaring in die ontwikkeling van strategiese en besigheidsplanne.
- Ervaring in staatsfinansiële bestuur.
- Uitgebreide kennis en ervaring in regeringsbeleid en prosedures.
- Uitstekende kommunikasie- en analitiese vaardighede.
- Uitgebreide kennis van Arts and Culture, Libraries and Archives, Museums and Heritage asook Language Services is noodsaaklik.
- Kennis van en ervaring in sektorbehoeftes en besigheid.
- Uitgebreide kennis van regeringsvoorskrywings, beleid en prosedures.
- Bereidwilligheid om ekstra ure te werk.
- Rekenaarvaardigheid met die klem op Excel en PowerPoint. 'n Onafhanklike werker wat tydraamsters nakom.
- Monitering en bestuur van die distrik se voldoening aan die statutere liggame.
- Moet in besit wees van 'n geldige kode 08-bestuurslisensie.
- Alle kortlys-kandidate vir SMS-poste sal aan 'n tegniese oefening en onderhoud onderwerp word.
- Na die tegniese oefening en onderhoud sal 'n maksimum van drie (3) SMS-kandidate psigometriese assesserings ondergaan om kognitiewe vermoëns, gedragsvoorkeure, emosionele intelligensie en integriteit te assesseer.
- Kennis & Vaardighede: Deeglike begrip van basiese rekeningkundige beginsels (GRAP en Modified Cash Basis) en bewese vermoë om dit toe te pas.
- Kennis van begrotingsproses, BAS, PERSAL en LOGIS∙ Het die vermoë om onafhanklik en onder druk te werk.
- Goeie skriftelike en mondelinge kommunikasievaardighede.
- Rekenaarvaardigheid in MS Word, Excel en Outlook, kennis van Wetgewing, Regulasies, Beleid, Instruksies, Praktyke, Public Finance Management Act, Notes of the Public Finance Management Act (PFMA) en National Treasury Regulations.
- SMS voor-toelatingsertifikaat (voltooi) is een van die minimum vereistes vir SMS-posisies soos aangedui onder paragraaf 10.3 van die DPSA Direktiewe as 'n aanlyn kursus op www.thensg.gov.za.
- Uitstekende fasilitering-, navorsing-, onderhandelings-, aanbiedings-, projekbestuurs-, strategiese beplanning- en motiveringsvaardighede.

- Fasiliteer en bestuur die verskaffing van hulpbronne aan die Munisipale biblioteke.
- Monitor die voorsiening van argief- en bewaarplekbestuursdienste.
- Fasiliteer en monitor die implementering van die begroting van die biblioteekinfrastruktuurprogramme.
- Verseker voorsiening van taalontwikkeling en literatuurdienste.
- Fasiliteer en monitor voorsiening van taalontwikkeling en literatuurdienste in die provinsie.
- Hou toesig oor voorsiening van vertaal- en tolkdienste.
- Bestuur en koördineer bevordering van taalontwikkeling en bewaring.
- Bestuur en koördineer die ontwikkeling en bewaring van inheemse tale.
- Bevorder Goeie Korporatiewe Goewerneerbaarheid.
- Werknemersprestasie: Implementering en monitering van die beleidgefokusde prioriteite soos uitgespreek in die Departementele Beleidstoespreek.
- Bevorder Tussenregeringsverhoudinge, Geïntegreerde Goewerneerbaarheid en Gesonde Belanghebbende Verhoudinge.
- Fasilitering van minimum inligtingsekuriteitsstandaarde (MISS) en algehele aanspreeklikheid van die Departement.
- Hoof Regeringsfokusareas: Ontwikkel en implementeer 'n doeltreffende en doeltredende toevoerkettingbestuurstelsel.
- Ondersteun Internasionale en Regionale Integreringsprogramme en Verbintenis.
- Bevorder Diversiteit en Transformasie Bestuursprioriteite.
- Bevorder Geïntegreerde Goewerneerbaarheid.
- Auditor General;
- Fokus op die meting van die mate van departementele finansiële en wetgewende voldoening.
- Verseker geen wesenlike bevindinge oor nie-nakoming van wetgewing.
- Verseker finansiële staat is vry van wesenlike wanvoorstellings.
- Organisatoriese Prestasie: Verseker ontwikkeling, implementering en hersiening van Departementele Strategiese Imperatiewe.
- Fokus op die assessering van die organisatoriese prestasie gebaseer op die voorafbepaalde teikens in die Annual Performance Plan (APP).
- Verseker dat die oudit Jaarverslag gebruik sal word om die mate te bepaal waarin die doelwitte in die APP bereik is.
- Verseker bestuur en monitering van programrisikoregister.

Selected candidates will be subjected to a personnel suitability check (criminal record check, citizenship verification, financial/asset record check, qualification/ study verification and previous employment verification). All shortlisted candidates, including the SMS, shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements, and the other must be an integrity (ethical conduct) assessment. The Selection Panel will recommend candidates to attend a generic Managerial Competency Assessment in compliance with the DPSA Directive on the implementation of Competency-based Assessment. Successful candidates will also be subjected to security clearance processes. Where applicable, candidates will be subjected to a skills/ knowledge test. The competency assessment will be testing generic managerial competencies using the mandated DPSA SMS competency assessment tools. Successful candidates will be appointed on a probation period of twelve 12/24 months. It is the objective to address the Employment Equity Affirmative Action Measures in line with the Employment Equity Plan and to achieve equitable representation across race and gender.
