Assistent-direkteur benodig om rampbestuursstrukture en verslagdoening vir die Western Cape Department of Local Government te koördineer.
Vereistes
- 'n Toepaslike 3-jaar Nasionale Diploma/B-Graden (ekwivalente of hoër kwalifikasie); 'n Minimum van 3 jaar relevante ervaring in die rampbestuurveld.
- Bevoegdhede: Kennis van die volgende: Disaster Management Act (Act 57 of 2002) soos gewysig;
- Deeglike bestuurbelanghebbende-forumbestuur;
- Best practice rakende rampbestuur en brandweerreddingsdienste;

- Verkrygings en aanbiedingsprosesse;
- Beleidsontwikkeling, en operasionele bestuur, monitering en hersieningsprosesse;
- Moderne stelsels van bestuur en administrasie;
- Openbare diensprosedures, prosesse en stelsels;
- Streeks- en plaaslike politieke, ekonomiese en sosiale aangeleenthede wat 'n uitwerking het op die provinsiale regering van die Western Cape;
- Konstitusionele, regs- en institusionele reëlings wat die Suid-Afrikaanse openbare sektor regeer;
- Openbare finansies, menslikehulpbronbestuursprosesse;
- Public Finance Management Act, National and Provincial Treasury;
- Regulasies, ander finansiële beleide, voorskifte, riglyne en kollektiewe ooreenkomste;
- Funksionering van die Provinsie en die aktiwiteite van susterdepartemente/verwante funksionele areas;
- Beleide van die regering van die dag.
- Vaardighede in die volgende: Rekenaarvaardigheid in MS Office Package (Word, Excel, PowerPoint);
- Kommunikasievaardighede (skriftelik en mondeling);. Krisisbestuur;. Projektbestuur;. Risiko-analise;
- Vermoë om onafhanklik en as deel van 'n span te werk.
Pligte
- Om te help met die koördinering en fasilitering van: Vestig die funksionering van IGR-rampbestuursstrukture in die provinsie, insluitend werkgroepe;
- Versamel, stel saam en dien die Rampbestuur Jaarverslag in en is verantwoordelik vir Moniterings- en Evaluasieverwante verslagdoening;
- Ontwikkel rampbestuurs (DM)-wetgewing en -raamwerke;
- Koördineer spesiale geleenthede en rampbestuur, rampreaksie, insluitend stand-by-pligte, en die koördinering van medianavrae;
- Verantwoordelik vir kapasiteitsbou-initiatiewe;
- Om te help met die bestuur van menslike hulpbronne, prestasiebestuur, finansiële bestuur, leierskap en strategiese bestuur in die subdirektoraat.

All shortlisted candidates for SMS posts will be subjected to a technical exercise that intends to assess relevant functional elements of the job and an interview. Following the technical exercise and interview, a maximum of three (3) SMS candidates will undergo psychometric assessments to assess cognitive capabilities, behavioural preferences, emotional intelligence, and integrity. The successful candidate will be required to complete the Senior Management Pre-Entry Programme (Nyukela) and submit the certificate before he/she can be appointed to this post. The purpose of the Senior Management Pre-Entry Programme, which is a public service specific training programme applicable to all applicants who aspire to join the SMS, is to ensure that potential SMS members have a background in processes and procedures linked to the SMS. The duration of the online Pre-Entry Programme is 120 notional hours (15 days). This assessment shall be conducted to determine an individual’s ability to lead, manage, and direct others and to identify developmental gaps in core generic leadership and management competencies. The successful candidate will be required to enter into an employment contract and a performance agreement.
