Oorsig
Hoofdirekteur benodig om die monitering van regeringsprioriteitsprogramme te koördineer, met 'n NQF 7-kwalifikasie en 8 jaar se strategiese bestuurservaring as vereiste.
Vereistes
- 'n Toepaslike NQF-vlak 7-kwalifikasie in Openbare Administrasie, Sosiale Wetenskappe. 'n Minimum van 8 jaar se strategiese en uitvoerende bestuurservaring in Menslike Nedersettings, Ruimtelike Beplanningsraamwerke waarvan 5 jaar op senior bestuursvlak moet wees.
- NQF-vlak 8 sal 'n bykomende voordeel wees. 'n Geldige bestuurderslisensie. 'n Goeie begrip van politieke, beplannings- en bestuursake.
- Goeie begrip van regering oor die drie sfeer en vennote vir ontwikkeling.
- Kennis van regeringsvoorskrifte, beleide, administratiewe prosesse, praktyke en programme. 'n Goeie begrip van Nasionale Ontwikkelingsbeplanning, die National Planning Commission (NPC), die National Development Plan (NDP) en die implementeringsprosesse daarvan.
- Vermoë om effektiewe werkreëlings met ander sentrums van regeringsdepartemente en sosiale/ontwikkelingsvennote te bevorder en te bestuur om gekoördineerde en geïntegreerde optrede te verseker.
- Bereidwilligheid om gereeld te reis.
- Bevoegdhede en vaardighede: Bestuursvaardighede, insluitend mensebestuur en bemagtiging, en ervaring in die bestuur van multidissiplinêre spanne.
- Vermoë om strategiese rigting en leierskap te verskaf.
- Die vermoë/ervaring om 'n omgewing vir 'n hoëprestasiekultuur en personeelontwikkeling te skep.
- Vermoë om veelvuldige projekte te bestuur.
- Uitstekende interpersoonlike en kommunikasievaardighede (skriftelik en mondeling).
- Hoogs ontwikkelde onderhandeling- en konflikbestuursvaardighede.
- Strategiese en analitiese vaardighede.
- Navorsings- en beleidsanalisevaardighede.
- Finansiële bestuurs- en projek/programbestuursvaardighede.
- Goeie rekenaarvaardighede.
- Persoonlike eienskappe: Die ampsdraer moet beslis en selfgedrewe wees, innoverend en kreatief, kliëntgerig en op die klant gefokus, oplossingsgerig en in staat wees om onder stresvolle omstandighede te werk.
Pligte
- Die ampsdraer sal verantwoordelik wees vir die ontwikkeling, koördinering, fasilitering en verskaffing van strategiese ondersteuning vir die monitering van die implementering van Prioriteit 3: Building a Capable, Ethical and Developmental State, in ooreenstemming met die Medium-Term Development Plan (MTDP) en die National Development Plan (NDP).
- Die rolle sluit in die ontwikkeling van intervensiestrategieë en implementeringsplanne om regeringsprestasie te versterk, asook die koördinering van kapasiteitsontwikkelingsprogramme om die effektiewe toepassing van Planning, Monitoring, and Evaluation (PM&E)-beleide, -raamwerke, -stelsels, -instrumente en -riglyne oor die hele regering te bevorder.
- Sleutelverantwoordelikhede sluit in bydraes tot beplannings- en evalueringaktiwiteite wat verband hou met die implementering van nasionale prioriteite; die monitering van die prestasie en verantwoordelikheid van sektordepartemente en die implementering van Kabinetsbesluite en remediërende optrede voortspruitend uit Prioriteit 3-voortgangsverslae; en die ontleed van Strategic Plans, Annual Performance Plans (APPs), en begrotingstoekenning om ooreenstemming met die MTDP en NDP te assesseer.
- Die ampsdraer sal strategiese tegniese advies en ondersteuning aan politieke principe, uitvoerende bestuur en bestuursstrukture verskaf oor sake rakende beplanning, monitering, evaluering en institusionele prestasie.
- Die rol behels verder die ontwikkeling en verbetering van regeringsbreë monitering, verslagdoeningsinstrumente, stelsels en riglyne om getuienisgebaseerde beplanning, prestasiemonitering en verantwoordelikheid oor die openbare sektor te versterk.
- Die ampsdraer sal nasionale en internasionale vennootskappe koördineer om PM&E-beleid, kapasiteitsontwikkeling en kennisdeling te bevorder, en sodoende by te dra tot die professionalisering van die openbare diens en die versterking van 'n bekwame, etiese en ontwikkelingsgerigte staat.
- Die pos benodig ook effektiewe leierskap, mensebestuur en toesig oor bestuurders binne die onmiddellike span van beheer om die bereiking van organisatoriese doelwitte te verseker.

Shortlisted candidates must be available for interviews at a date and time determined by DPME. Applicants must note that pre-employment checks will be conducted once they are short-listed and the appointment is also subject to positive outcomes on these checks, which include security clearance, security vetting, qualification verification and criminal records. All shortlisted candidates, including the SMS, shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements and the other must be an integrity (ethical conduct) assessment. For salary levels 11 to 15, the inclusive remuneration package consists of a basic salary, the state’s contribution to the Government Employees Pension Fund and a flexible portion in terms of applicable rules. All shortlisted candidates for SMS posts will be subjected to a technical exercise and interview. Following the technical exercise and interview, a maximum of three (3) SMS candidates will undergo psychometric assessments to assess cognitive capabilities, behavioural preferences, emotional intelligence, and integrity. The DPME reserves the right to utilise practical exercises/tests for non-SMS positions during the recruitment process (candidates who are shortlisted will be informed accordingly) to determine the suitability of candidates for the post(s). The DPME also reserves the right to cancel the filling / not to fill a vacancy that was advertised during any stage of the recruitment process.
