Hoofdirekteursposisie wat moniterings- en evalueringsstelsels vir die Department of Land Reform and Rural Development toesien, gevestig in Pretoria.

Vereistes

  • Minimum vereistes: Aansoekers moet 'n Graad 12-sertifikaat en 'n Baccalaureusgraad of Gevorderde Diploma in Ontwikkelingstudies / Sosiale Wetenskappe / Openbare Administrasie (NQF Vlak 7) of 'n verwante gelykwaardige kwalifikasie hê, asook 'n Nyukela-sertifikaat (Toelatingsertifikaat tot die SMS) wat voor aanstelling ingedien moet word.
  • Minimum van 5 jaar se ervaring op senior bestuursvlak in monitering en evaluering.
  • Ervaring in monitering vir verifikasie van die projekte.
  • Ervaring in geïntegreerde beplanning vir multisektor-betrokkenheid vir verbeterde landelike ontwikkelingsuitkomste. 'n Geldige bestuurderslisensie.
  • Werksverwante kennis: Kennis van moniterings- en evalueringsraamwerke insluitend die regeringsbreë moniterings- en evalueringsstelsel.
  • Kennis van die wetgewing wat van toepassing is op die departement en die sektor.
  • Werksverwante vaardighede: Interpersoonlike verhoudings en voorlegging.
  • Kommunikasie (mondelings en skriftelik).
  • Onderhandeling en voorligting. Interpretasie-vermoë. Projekbestuur.
  • Strategiese kapasiteit en leierskapvermoë. Rekenaarvaardigheid. Diplomaties. Verslagdoeningsvermoë.
  • Vermoë om ondersoeke uit te voer.

Pligte

  • Hou toezig op die ontwikkeling en instandhouding van 'n geïntegreerde moniterings- en evalueringsstelsel.
  • Ontwikkel / hersien die departement se raamwerk vir die monitering en evaluerings van die prestasie van die departement en tersaaklike Staatsbeheerde Entiteite (SOEs); die raamwerk kan beleid, strategie, prosesse, instrumente ens. insluit.
  • Hou toezig op die ontwikkeling/hersiening van die departement se stelsels vir die bestuur van data en inligting asook verslagdoening.
  • Hou toezig op die ontwikkeling van 'n raamwerk vir die assessering van die doeltreffendheid en doelmatigheid van die moniterings- en evalueringsstelsel.
  • Hou toezig op die uitvoer van periodieke assesserings om die doeltreffendheid en doelmatigheid van die moniterings- en evalueringsstelsel te bepaal.
  • Hou toezig op die ontwikkeling/hersiening van die departement se stelsels vir die bestuur van data en inligting asook verslagdoening.
  • Monitor en rapporteer oor die prestasie van die departement in ooreenstemming met strategiese planne, jaarlike prestasieplanne en operasionele planne.
  • Dryf operasionele uitnemendheid en bestuur van die departement aan.
  • Ontwikkel en onderhou prestasie-moniteringsinstrumente en -raamwerke.
  • Koördineer en stel institusionele prestasie- en strategiese verslae op.
  • Stel en konsolideer insetsels vir die departementele jaarverslag.
  • Voer evalueringsassesserings uit wat verband hou met die programme van die departement.
  • Ontwikkel en onderhou evalueringsraamwerke.
  • Voer evaluering van strategiese projekte en programme uit volgens die departementele evalueringsplan.
  • Analiseer en interpreteer evalueringsdata.
  • Fasiliteer die ontwikkeling van 'n sektorale evalueringsplan.
  • Bestuur moniterings- en evalueringsfunksies en verskaf tegniese ondersteuning aan openbare entiteite.
  • Hou toezig oor die prosesse van monitering en verslagdoening tussen DLRRD en openbare entiteite.
  • Fasiliteer en koördineer kapasiteitsbou oor moniterings- en evalueringsake.
  • Fasiliteer die ontwikkeling en ondersteun die implementering van moniterings- en evalueringsraamwerke en -riglyne vir openbare entiteite.
  • Fasiliteer en koördineer beplannings-, moniterings- en evalueringswerkgroepe.
  • Verskaf strategiese leiding en ondersteuning rakende die ontwikkeling en hersiening van prestasie-aanwysers.
  • Fasiliteer en koördineer monitering van strategiese projekte se prestasie en resultate.
  • Skep kapasiteit om prestasie te monitor en te evalueer.
  • Fasiliteer die verskaffing van opleiding met betrekking tot monitering en evaluering.
  • Formuleer en bestuur strategiese vennootskappe om die kapasiteit van die departement te versterk om sy prestasie te monitor en te evalueer.
  • Stig en lei forums / strukture wat gemik is op die verbetering van moniterings- en evalueringspraktyke binne die departement.
  • Neem deel aan nasionale, regionale en internasionale forums en strukture wat gemik is op die verbetering van moniterings- en evalueringspraktyke.
