- An appropriate B -degree (NQF level 7) or Three (3) year Diploma (NQF level 6).
- Minimum five (5) years’ experience in Human Resource Management of which three (3) years must be working experience at a junior management level (salary level 9/10) dealing with recruitment and selection processes and procedures, staff provisioning, staff maintenance and staff exit.
- Demonstrable competency in acting Independently, Professionally, Accountable and with Credibility.
- Knowledge of legislation and regulations pertaining to public service administration, specifically the Public Service Act and Regulations, Employment Equity Act and Access to Information act.
- Understanding of the Public Service generally and Human Resources.
- Sound knowledge of labour and public service legislation.
- Good communication, liaison and presentation skills.
- Excellent knowledge of PERSAL.
- A good command of computer literacy, including Microsoft Office Suite (Word, EXCEL, PowerPoint, Outlook).

Following the technical exercise and interview, a maximum of three (3) SMS candidates will undergo psychometric assessments to assess cognitive capabilities, behavioural preferences, emotional intelligence, and integrity. A pre-entry certificate obtained from the National School of Government (NSG) is required for all SMS applicants for Public Service Act positions in the NPA (SMS pre-entry certificate to be submitted prior to appointment).
