The Department of Health seeks a Supply Chain Management Practitioner to handle demand management and procurement at a regional hospital in KwaZulu-Natal.

Imfuneko

  • Senior Certificate Grade 12 or equivalent plus Degree or National diploma in SCM or relevant qualification plus 1-2 years clerical experience in Supply Chain Management Certificate of Service signed by HR must be submitted.
  • A Valid driver’s licence code 8/10 Knowledge, Skills and Competencies: Computer literacy (Basic Skills) and Excel knowledge Ability to work under pressure.
  • Good interpersonal and communication skills.
  • Knowledge of Batho Pele Principles.
  • Must have eligible hand writing.
  • Knowledge of administration procedures will be an added advantage.

  • Provide need assessment to ensure that required goods and services follow Departmental SCM Policy Framework, Practice Notes and Treasury Regulations.
  • Determine clear specification for the quality of goods and services required.
  • Ensure that the requirements are linked to budget and analyse the supplying industry for compliance, Conduct Market Research.
  • Match required goods to relevant mandatory requirements.
  • Respond promptly, courteously, and efficiently to suggestions, queries, and complaints.
  • Manage the contract management function, Manage processes to customise standard contracts and service level agreements to ensure adequate SCM security and minimise departmental risk.
  • Ensure that end users oversee contractual compliance by the service providers and those instances of non-compliance are addressed appropriately with suppliers.
  • Manage early warning arrangements to minimise the impact of suppliers defaulting on service delivery.
  • Liaise with provincial treasury on the restriction of non-performing suppliers.
  • Manage a central database of all contracts for goods and services falling outside the scope of delegation of institutions and report on a regular basis on compliance issues and value for money.
  • Adequate reporting and management of Irregular Expenditure, Deviations, authorised and Fruitless & Wasteful Expenditure, Ensure risk and compliance.
  • Manage the procurement plan and its implementation.
