Requirements

• A Bachelor’s Degree at (NQF 7) qualification in law (LLB) / Environmental Management / Environmental law / with vast knowledge in compliance or regulatory studies.
• A minimum of five (5) years’ experience at Middle/Senior managerial level within the compliance and enforcement field.
• A Nyukela Public Service SMS Pre-entry certificate (submitted prior appointment).
• Designation as Environmental Management Inspector (EMI), Master’s Degree qualification would be added advantage.
• Skills And Competences: ability to relate with associated professional fields in a multi-disciplinary team and ability to train and develop young graduates.
• Knowledge of the legal framework on National Environmental Management Act, Waste Air Quality, Biodiversity and Areas Protected Act including the Regulations associated with the legislation.
• In addition, have knowledge and understanding on the Public Finance Management Act (PFMA), Public Service Act and any other related legislations and a valid driver’s license.

Duties

• Provide strategic direction in the development and implementation of compliance monitoring and enforcement policy, strategies, norms, regulations, standard operating procedure on environmental legal framework.
• Oversee compliance monitoring and enforcement of all environmental authorisation and license conditions.
• Provide advice and support on criminal and administrative litigation.
• Initiate prosecution against non-compliance through administrative enforcement.
• Provision of business planning and general management for the directorate.
• Provide guidance in the planning of inspections and audits.
• Oversee the implementation of monitoring activities and verifications of reports.
• Develop a business and action plan for the directorate.
• Develop and implement a service delivery improvement programme for the Directorate.
• Manage and ensure development of human resources.
• Control and monitor expenditure of the directorate.

The first two recommended candidates for Deputy Directors posts will be subjected to competency assessment. All shortlisted candidates for SMS posts will be subjected to a technical exercise and interview. Following the technical exercise and interview, a maximum of three (3) SMS candidates will undergo psychometric assessments to assess cognitive capabilities, behavioural preferences, emotional intelligence, and integrity. Correspondence will be limited to shortlisted candidates only. The successful candidate will be expected to enter into an employment contract and a performance agreement within 3 months of appointment. Failure to comply with the above instructions will result in your application being disqualified.
