Assistant Director: Financial Accounting
Department of the Premier
Overview
Assistant Director overseeing financial accounting, reporting, and cash management in Western Cape government.
Requirements
- An appropriate 3-year B-Degree in Financial Management at NQF level 7 (equivalent or higher);
- A minimum of 3 years relevant supervisory experience.
- Competencies: Knowledge of the following: Public Finance Management Act (PFMA), National Treasury Regulations and Provincial Treasury Instructions;
- Public Service Act, 1994, as amended;
- Basic Conditions of Employment Act;
- Relevant systems (Basic Accounting System and Logistical Information System);
- Understanding of public service accounting procedures, processes and systems;
- Performance management in general.
- Skills needed: Written and verbal communication;
- Proven computer literacy;
- Numeracy and literacy;
- Project Management;
- Accounting and Financial Management;
- People Management.
Duties
- Monitoring and compiling inputs to financial reporting, including Interim Financial Statements and Annual Financial Statements;
- Overseeing cash management function (banking, petty cash, cashier functions, entity maintenance);
- Management of payments: Sundry, LOGIS and PERSAL including batch control;
- Management of claims recoverable account including other non-salary suspense accounts;
- Financial reporting and monitoring: Plan and manage the compilation of inputs to the Interim financial statements (IFS) and Annual Financial Statements (AFS);
- Ensure that the information submitted for the IFS/AFS disclosure is checked and verified;
- Ensure the accurate and timeous compilation and submission of IFS/AFS including sound supporting documentation;
- Managerial functions.
