Vereistes

  • Grade 12 plus a recognised Advanced Diploma / Bachelor’s Degree (NQF 7) qualification in Labour Relations / Human Resource Management specializing in Labour Relations / Employment Relations / related qualification.
  • LLB qualification will be an added advantage.
  • A minimum of 3 years’ experience at Assistant Director level in Labour Relations.
  • Skills And Competencies: In-depth knowledge and understanding of the legislative and regulatory framework governing labour relations and discipline in the Public.
  • Service, including the Labour Relations Act, Basic Conditions of Employment Act, Employment Equity Act, Public Service Act, Public Service Regulations, Public, Finance Management Act, applicable collective agreements, disciplinary codes and procedures, grievance procedures, protected-disclosure requirements and relevant DPSA directives and prescripts.
  • Strong knowledge of misconduct investigation methodology, evidence gathering and assessment, procedural and substantive fairness, drafting of investigation reports and charge sheets, disciplinary hearing processes, precautionary suspension, dispute resolution and case management.
  • Excellent legal and policy research, analytical reasoning, report writing, verbal and written communication, interviewing, negotiation, conflict management, facilitation and presentation skills.
  • Ability to analyse documentary, testimonial and electronic evidence; maintain accurate case records; manage multiple matters within prescribed timeframes; engage senior managers, organised labour, witnesses and external legal representatives; exercise sound judgement, confidentiality and professional independence; work under pressure; lead and supervise staff; and use Microsoft Office applications effectively.
  • A valid driver's license.

Pligte

  • Provide expect advice to Line Managers regarding grievances, disputes and misconduct cases.
  • Represent the employer at conciliation and arbitration.
  • Conduct training (formal and informal).
  • Manage and coordinate conflict resolution and represent the employer in dispute resolution hearings, conciliation and arbitration.
  • Develop, review and maintain labour relations policies and procedures.
  • Monitor the administration of disciplinary cases including preparation of charge sheets and the provision of support to the relevant role-players, including presiding officers and departmental representatives.
  • Give support and render expect advice regarding policies, requirements and prescripts to all stakeholders.
  • Compile statistics and reports on Labour Relations matters.
  • Monitor if Labour Relations matters are attended to by appointed officials within stipulated time frame.
  • Participate in labour relations fora and related statutory bodies.
  • Manage logistical and administrative support to State Attorney.
  • Manage resources in the sub- directorate.

The successful candidate will be expected to enter into an employment contract and a performance agreement within 3 months of appointment.
