Assistent-direkteur wat toesien hou oor SCM-prestasie en nakoming in Pretoria, ingepsroktingsdokumentasie ondersoek en verseker dat aan SCM-wetgewing voldoen word.

Vereistes

• Nasionale Diploma (NQF6) in Finansies/Rekeningkunde/Oudit/Verskaffingskettingbestuur/Kommers of 'n relevante kwalifikasie binne die verwante veld soos deur SAQA erken. 'n Minimum van drie (3) in die hersiening of oudit van Vraag- en Verwerwingsbestuur binne Verskaffingskettingbestuur in die Openbare Diens.
• Kennis van: Verwerwing en kontrakbestuur, verkryging en besigheidspraktyke;
• Kennis van administrasie en koördinasie van bestuursvergaderings.
• Vermoë om Vraag- en verwerwingsbestuurstelsels en -kontroles vir die OPENBARE sektor in te stel.
• Vermoë om beleide, strategieë en wetgewing te ontwikkel, te interpreteer en toe te pas.
• Probleemidentifiserings- en oplossingsvaardighede.
• Organisasie- en aanbiedingsvaardighede.
• Interpersoonlike en diplomasievaardighede; besluitnemingsvaardighede; onderhandelings- en konflikbestuur.

Pligte

• Hersien alle inepsrokingdokumentasie wat verband hou met die RFP/RFQ-proses voordat toekenningbesluite gefinaliseer word om volledige nakoming van SCM-wetgewing en voorskrifte te verseker.
• Verseker gedetailleerde dokumentasie en verifiërondersoeke op alle stadiums van die verskaffingsketting vanaf behoefteidentifisering tot behoeftebevrediging.
• Monitor nakoming van Verskaffingskettingbeleid en -prosedures, die PFMA en sy regulasies.
• Verifieer nakoming van norms en standaarde, Nasionale Tesourie, sirkuliere en kennigewings van instruksies.
• Verifieer nakoming van norms en standaarde, Nasionale Tesourie, sirkuliere en kennigewings van instruksies.
• Evalueer die kontrakbestuurproses en voer steekproewe uit om wan nakoming op te spoor vir korrigerende aksieplanne.
• Verseker goeie korporatiewe bestuur en verbeterde nakoming van SCM-verslagdoeningsvereistes (interne en eksterne verslagdoening).

Entry level requirements for SMS posts: In terms of the Directive on Compulsory Capacity Development, Mandatory Training Days & Minimum Entry Requirements for SMS that was introduced on 1 April 2015, a requirement for all applicants for SMS posts from 1 April 2020 is a successful completion of the Senior Management Pre-Entry Programme as endorsed by the National School of Government (NSG) prior to appointment. All shortlisted candidates, including SMS, shall undertake two pre-entry assessments. One must be a practical exercise, and the other must be an Integrity (Ethical Conduct) Assessment. Selection panels shall score both technical exercises as an additional criterion in the interview process. All shortlisted candidates for SMS posts will be subjected to a technical exercise and interview. Following the technical exercise and interview, a maximum of three (3) SMS candidates will undergo psychometric assessments to assess cognitive capabilities, behavioural preferences, emotional intelligence, and integrity. Persons appointed will be subjected to a security clearance, the signing of performance agreement and employment contract. The Department reserves the right not to make an appointment.
