Adjunkdirekteur vir Bestuursmonitering en Nakoming by Limpopo Provincial Treasury, wat 'n NQF 7 handelskwalifikasie en vyf jaar se relevante ervaring vereis.
Vereistes
- NQF level 7 kwalifikasie in Handel / Rekeningkunde / Finansiële Bestuur / Interne Oudit soos erken deur SAQA.
- Five (5) jaar se ervaring binne die veld waarvan drie (3) jaar se funksionele ervaring op junior bestuursvlak / Assistentdirekteursvlak in Bestuur, Monitering en Nakoming, of verwante veld.
- Geldige bestuurslisensie vir voertuie (met uitsondering van persone met gestremdhede).
- Kennis en vaardighede: Beplanning, koördinering en organisering, bestuursfunksies, sekretariële funksies, projekkoördinatie. Finansies.
- Opstel van verslae.
- Navorsing / ontleding.
- Vermoë om rekenaarsagtewareprogramme te bedryf (Word, Excel en PowerPoint). Standaarde/prosedures.
- Behoeftes en prioriteite van die departement.
- Bevoegdhede: Vermoë om Tesourie-riglyne, PFMA en Tesourie-regulasies te interpreteer en toe te pas.
- Analitiese en innoverende denke.
- Verslagskrywing en voorlegging. Leierskap. Organisering. Projektebestuur. Konflikbestuur.
- Finansiële bestuur.
- Strategiese bestuur. Beleidformulering.
- Aanpasbaarheid tydens veranderinge om die doelwitte te bereik. Diversiteitsbestuur.

Pligte
- Bestuur die implementering van nakoming aan norme, standaarde, beleide en riglyne.
- Fasiliteer die navorsing en kwaliteitsversekering van die opgestelde beleide en riglyne vir die provinsie.
- Fasiliteer die proses van die opstel van nuwe beleide en riglyne ooreenkomstig Artikel 18 van die PFMA.
- Identifiseer ervaringsmonitering- en evaluasie-metodologieë om effektiewe monitering van finansiële bestuur te verseker.
- Bestuur nakoming met die toepaslike wetgewing.
- Koördineer die proses van die uitreik van riglyne oor die bestuur van ongewenste uitgawes (onreëlmatige, vrugtelose en vermorsende en ongemagtigde uitgawes).
- Ontwikkel 'n verslagsjabloon, evaluering, advies en verseker korrekte openbaarmaking van die ongewenste uitgawes in die Finansiële Staatsverslag.
- Hersien oudit-AFS om die ongewenste uitgawes wat deur die Ouditeur-Generaal geïdentifiseer is, te bevestig.
- Hersien onreëlmatige uitgawes-aansoeke omgoedkeuring deur IECC.
- Doen opvolgwerk oor ongewenste uitgawes op 'n kwartaallikse basis.
- Stel IECC-notule en besluite op.
- Stel terugvoerbriefies aan departemente op ooreenkomstig IECC-aanbevelings.
- Fasiliteer die lys/ontlys van openbare entiteite (insluitend filiale) by National Treasury.
- Fasiliteer die hersiening van bestuursnakoming (Companies Act en King V) deur Provinciale Openbare Entiteite (insluitend filiale).
- Bestuur die bywoning van Oudit-stuurgroepvergaderings om tegniese bystand te verskaf aan beide die Kantoor van die Ouditeur-Generaal, departemente en Openbare Entiteite (insluitend filiale).
- Assesseer 30-dae betalings in ooreenstemming met NT Instruksienota nommer 34.
- Verskaf ondersteuning aan bestuurs- en toesigstrukture.
- Ouditeerkomitees: Fasiliteer die aanstelling van die Provinciale Ouditeerkomitee deur die Provinciale Uitvoerende Komitee ooreenkomstig artikels 3.1 en 27.1 van die Tesourie-regulasies.
- Fasiliteer logistieke reëlings vir die Ouditeerkomitee en die Provinciale Tegniese Komitee.
- Bestuur die beskikbaarheid van sekretariële funksies vir bestuursforums.
- Ontvang en ontleed verslae van die Provinciale Wetgewer.
- SCOPA: Doen maandelikse opvolg met departemente en openbare entiteite oor die implementering van Scopa-besluite.
- Reël vergaderings met die verskeie belanghebbendes.
- Besoek departemente en openbare entiteite maandeliks om die implementering van die besluite te verseker.
- Verskaf bystand / tegniese advies oor hoe om sommige van die besluite op te los.
- Berei die register voor vir al die besluite wat geneem is om deur beide die departemente en openbare entiteite en Tesourie onderteken te word.
- Woon alle SCOPA-openbare verhore by.
- Neem notule tydens die openbare verhore ter ondersteuning van konsepsbesluite.
- Hersien oudit-AFS van departemente vir korrekte openbaarmaking van ongemagtigde uitgawes.
- Motiveer aan die Wetgewer of geïdentifiseerde ongemagtigde uitgawes met befondsing goedgekeur moet word of nie.
- Na ontvangs van SCOPA-besluite, stel die Regsdiens (OTP) in kennis om 'n Finansies-wetsontwerp op te stel.
- Bestuur die provinsiale interne beheerraamwerk.
- Ontwikkel en wysig die Provinciale Interne Beheerraamwerk.
- Ontwikkel 'n moniteringsinstrument om die implementering van die Raamwerk deur Instellings te monitor.
- Fasiliteer hersiening en wysiging van die Provinciale Interne Beheerraamwerk.
- Produseer 'n Provinciale Verslag om Toesigstrukture in te lig oor die status van Interne Beheer in die Instellings.
- Koördineer provinsiale forensiese ondersoeke in die provinsie.
- Ontwikkel en wysig die Provinciale Raamwerk vir Ondersoekstuurgroep vir goedkeuring deur die Komitee.
- Dien as Sekretariaat vir die Provinciale Ondersoekstuurgroepkomitee.
- Ontwikkel Terms of References soos versoek deur die Ondersoekstuurgroepkomitee vir Ondersoeke.
- Skakel en verskaf ondersteuning aan aangestelde Forensiese Ondersoekfirmas.
- Doen opvolg met Instellings oor die implementering van Forensiese Ondersoekaanbevelings.
- Bestuur die sub-direktoraat se hulpbronne in ooreenstemming met toepaslike wetgewing.
- Ontwikkel en hersien die sub-direktoraat se planne.
- Bestuur die prestasie van werknemers binne die sub-direktoraat.
- Ontwikkel MOUS vir toesighouers en monitor implementering deur die jaar.
- Motiveer werknemers en verseker dissipline binne die sub-direktoraat.
- Verseker kapasiteit en ontwikkeling van personeel.
- Neem deel aan die direktoraat se begrotingsbeplanningsprosesse en verseker behoorlike benutting van hulpbronne ooreenkomstig toepaslike voorskrifte.
- Verseker behoorlike bestuur en verantwoording vir bates binne die sub-direktoraat.

The new Z83 form must be completed in manner that provides sufficient information about the candidate and the post he or she applies for by completing all relevant fields. The following must be considered in relation to the completion of the Z83 by applicants. All the fields in Part A, Part C and Part D should be completed. Applicants must utilize the most recent Z83 application for employment form as issued by the Minister of Public Service and Administration in line with Regulation 10 of the Public Service Regulations, 2016, failure to do so results in disqualifications. Applicants are not required to submit copies of qualifications and other relevant documents on application but must submit the Z83 and detailed Curriculum Vitae. It must be noted that the CV is an extension of an application of an employment Z83, and applicants are accountable for the information that is provided therein. The Z83 form must be completed in the manner that allows the selection committee to assess the quality of the candidate based on the information that is contained in the form. The Department will require shortlisted candidates to provide certified copies of their qualifications and any other relevant document, which must be submitted to HR on or before the interview date. A specific reference number for the post applied for must be quoted in the space provided on the new form Z83. Applicants with foreign qualifications remain responsible for ensuring that their qualifications are evaluated by the South African Qualifications Authority (SAQA) and therefore must submit the copies of certificates and evidence of evaluation by the SAQA for foreign qualification if they are invited to attend interviews. Successful incumbents will be expected to sign a performance agreement within one month after assumption of duty. All shortlisted candidates will be subjected to a security clearance and verification of qualifications. Shortlisted applicants will be required to provide their original qualification certificates and ID on the day of the interview for other relevant verification purposes. The recommended candidate will further be subjected to Personnel Suitability Checks, including financial disclosure requirements, social media screening, and other relevant verification processes. All successful candidates will be subjected to the applicable security clearance processes. All shortlisted candidates will be subjected to pre-entry assessments prior to the interview process. All shortlisted candidates for SMS posts, will be subjected to a technical exercise and Interview. Following technical exercise and interview, a maximum of three (3) candidates will undergo psychometric assessments to assess cognitive capabilities, behavioural preferences, emotional intelligence, and integrity. To ensure that potential SMS members have a background on processes and procedures linked to the SMS, a further requirement for appointment at SMS level will be the successful completion of the Senior Management Pre-entry Programme (Nyukela) as endorsed by the National School of Government with effect from 1st April 2020. This is a Public Service specific training programme which will be applicable for appointments at SMS level. Individuals who have completed the course already, and who are therefore in possession of a certificate are welcome to submit such. However, all SMS short-listed candidates will be required to have completed certificate and submit such upon appointment. All shortlisted candidates for other posts shall undertake two pre- entry assessments. One must be a practical exercise, and the other must be an Integrity (Ethical Conduct) Assessment. Selection panels shall score both technical exercises as an additional criterion in the interview process. Correspondence will be limited to short-listed candidates only, due to the large number of applications we envisage to receive and if you have not heard from the Department within 90 days of the closing date, please accept that your application has been unsuccessful. However, should there be any dissatisfaction, applicants are hereby advised to, within 90 days, request reasons from the Department for any administrative action which has adversely affected them in terms of section 5, sub-section 1 and 2 of the Promotion of Administrative Justice Act 3 of 2000.
