Vereistes

  • Minimum vereistes: Aansoeker moet in besit wees van 'n Graad 12-sertifikaat en 'n Nasionale Diploma in Landboustudies / Landbou-ekonomie / Ontwikkelingsstudies / Stads- en Streekbeplanning / Openbare Administrasie / Maatskaplike Wetenskappe / Openbare Bestuur / Onroerende Saak / Eiendomsbestuur of verwante gelykwaardige kwalifikasie. 'n Geldige bestuurslisensie.
  • Minimum van 2 jaar relevante ervaring.
  • Werksverwante kennis: Grondhervormingswet – Toekenning van Grond en Bystand Wet 126 van 1993 soos gewysig.
  • Labour Tenants Act 3 van 1996.
  • Herstitusie van Grondregte Wet 22 van 1994.
  • Extension Security of Tenure Act 62 van 1997 soos gewysig.
  • State Land Lease and Disposal beleid.
  • Begunstigde Seleksie en Grondtoekenningsbeleid.
  • Kennis van programme vir steun na nedersetting.
  • Kennis van Agrarische Transformasie asook die kernprioriteite van die regering.
  • Kennis van Comprehensive Rural Development Programmes (CRDP).
  • Grondhervormingsvoorskrifte en ander relevante departementele voorskrifte.
  • Werksverwante vaardighede: Kommunikasie (mondeling en skriftelik).
  • Onderhandeling en konflikoplossing. Rekenaargeletterdheid. Belanghebberverhoudings.
  • Fasilitering / koördinering en aanbieding.

Pligte

  • Voer die verkryging van strategies geleë grond uit wat met nasionale mandante ooreenstem.
  • Identifiseer strategies geleë grond wat geskik is vir verkryging deur die Staat in konsultasie met relevante belanghebbers.
  • Skep en handhaaf 'n projektregister van grond vir verkryging deur die Staat.
  • Fasiliteer kartering en oorleggging van die geïdentifiseerde grond met sleutelkommoditeite en nasionale mandante.
  • Fasiliteer die assessering en waardasie van geïdentifiseerde eiendomme.
  • Opdatering van projekte in terme van die Enterprise Project Management Office (EPMO) vereistes.
  • Verleen steun aan die keuring van geskikte kandidate en toekenning van grond.
  • Stel 'n databasis van alle grondtoekeningsaansoeke wat ontvang is, saam.
  • Verleen steun in die prosesse vir begunstigdeseleksie en grondtoekenning in die distrik.
  • Berei dokumente voor vir oorweging deur seleksiekomitees van grondtoekeningsaansoeke.
  • Verbind geselekteerde begunstigdes met relevante trainingseeheid.
  • Fasiliteer die oordrag van toegekende grond aan die begunstigde.
  • Verseker dat die grondtoekeningsproses in ooreenstemming is met die Begunstigde Seleksiebeleid.
  • Verleen steun aan grondtoekenning binne die distrik.
  • Implementeer die grondverkryging- en toekenningsprojeksiklus.
  • Implementeer grondverkrygingsprosedures binne relevante beleid- en programrigglyne.
  • Liaise met relevante rolspelers / belanghebbers met betrekking tot ondersteunngsvereistes vir grondverkrygingsprojekte.
  • Ontwikkel die grondaansoekestelsel / databasis.
  • Voer aansoeke in die grondaansoekestelsel / databasis in.
  • Stel projekinformasie-verslag saam vir relevante goedkeuringstrukture en departementale bestuur.
